THE STUDY WILL USE MMS/HPCA DATA TO MEASURE THE PLASMA SHEET DENSITY AND COMPOSITION AND WIND/SWE DATA AND ACE/SWEPAM DATA TO MEASURE THE HE++ AND H+ DENSITIES AND THEIR RATIO IN THE SOLAR WIND. THE RESEARCH WILL USE A COMBINATION OF CASE STUDIES AND STATISTICAL STUDIES. FOR THE CASE STUDIES, TIME PERIODS WHEN THERE ARE SHARP CHANGES IN SOLAR WIND PARAMETERS AND MMS IS IN THE PLASMA SHEET WILL BE IDENTIFIED. THE TIME LAG BETWEEN THE CHANGES OBSERVED IN THE SOLAR WIND AND THE CHANGES IN THE PLASMA SHEET AT DIFFERENT LOCATIONS WILL BE USED TO ASSESS THE TIME FOR TRANSPORT. FOR THE STATISTICAL STUDY, WE WILL CREATE A DATABASE OF H+, HE++ AND O + DENSITIES IN THE PLASMA SHEET, AVERAGED OVER 5 MINUTES TO OBTAIN ADEQUATE STATISTICS TO ALLOW CORRECTIONS TO THE MINOR SPECIES DENSITIES CAUSED BY ON-BOARD COMPRESSION. CORRELATIONS BETWEEN THE HE++/H+ RATIO IN THE PLASMA SHEET AND IN THE SOLAR WIND UNDER VARIOUS SOLAR WIND AND IMF CONDITIONS USING DIFFERENT TIME LAGS WILL BE USED TO DETERMINE THE PATHWAYS AND TIME SCALES FOR SOLAR WIND ENTRY. THE PLASMA OBSERVATORY (PO) IS A PROPOSAL CURRENTLY IN PHASE A STUDY AS ONE OF THREE MISSIONS BEING CONSIDERED FOR ESA'S 7TH MCLASS MISSION TO BE LAUNCHED IN 2037.THIS PROPOSAL IS FOR THE US TO PROVIDE A SIGNIFICANT CONTRIBUTION TO THE ION MASS SPECTROMETER (IMS) ON THE PLASMA OBSERVATORY MOTHER SPACECRAFT. THIS HELIOPHYSICS MISSION WILL EXPLORE PLASMA PROCESSES IN EARTH'S NEAR-EARTH SPACE FROM AN EQUATORIAL ORBIT, IN ORDER TO ADDRESSES THE FOLLOWING SCIENCE QUESTIONS: (Q1) HOW PARTICLES ARE ENERGISED IN SPACE AND (Q2) WHICH PROCESSES DOMINATE ENERGY TRANSPORT AND DRIVE COUPLING ACROSS REGIONS OF EARTH'S MAGNETOSPHERE. PO'S ORBIT IS SELECTED TO MAXIMISE TIME IN THE KEY SCIENCE REGIONS (KSR), THE FORESHOCK, THE BOW SHOCK, THE MAGNETOSHEATH, THE MAGNETOPAUSE, THE MAGNETAIL CURRENT SHEET, AND THE TRANSITION REGION BETWEEN THE MAGNETOTAIL AND THE INNER REGION DOMINATED BY THE DIPOLE MAGNETIC FIELD. THE SCIENCE QUESTIONS BEING PURSUED BY PO ARE ALIGNED WITH THE GOALS OF NASA'S SMD, TO UNDERSTAND THE PHYSICAL PROCESSES, AND SUN- EARTH CONNECTIONS, AND TO ADVANCE OUR CAPABILITY TO PREDICT SPACE WEATHER AT EARTH. SEVERAL OVER-LAND WATER CYCLE STORAGES CONTRIBUTE TO THIS CHANGE: PUMPING OF GROUNDWATER, GLACIER MELT, ENDORHEIC DRAINAGE BASINS, PERMAFROST THAW AND DRAINING OF THERMOKARST LAKES. THERE IS SIGNIFICANT REGIONAL AND TEMPORAL VARIABILITY OFTEN MASKING THE LONG-TERM TREND IN WATER STORAGE CHANGE THAT CAN BE A SIGNIFICANT CONTRIBUTOR TO SEA LEVEL OVER LONG TIME SCALES. THE OVERALL GOAL OF THIS PROPOSED WORK IS TO PROVIDE LAND SURFACE HYDROLOGICAL CYCLE CHANGE PROJECTIONS ALONG WITH ESTIMATES OF UNCERTAINTY AND TRENDS IN TERMS OF OVER-LAND TOTAL WATER STORAGE PERTINENT TO SEA LEVEL RISE. WE WILL USE A WATER BALANCE MODEL (WBM) TO ACCOUNT FOR MAJOR NATURAL AND ANTHROPOGENIC HYDROLOGIC CYCLE PROCESSES. HISTORICAL RUNS WILL BE USED TO EVALUATE THE MODEL COMPARED TO GRACE TOTAL WATER STORAGE.
