CURRENTLY MANY RESEARCHERS IN ACADEMIA, INDUSTRY (R&D), AND GOVERNMENT AGENCIES IN THE US AND ELSEWHERE ARE INVESTIGATING AND ATTEMPTING TO IDENTIFY FLOOD RISK AREAS AND PREDICT CHANGES IN FLOOD RISK AT LARGE SPATIAL AND TEMPORAL SCALES. BOTH WITHIN THE UNITED STATES AS WELL AS GLOBALLY, THERE IS A RECOGNIZED NEED TO IDENTIFY FLOOD RISK AND EXPOSURE AT HIGHER RESOLUTION AND WITH GREATER PRECISION THAN CURRENTLY DONE. AT PRESENT, APPLIED RESEARCH STUDIES EITHER USE SATELLITE DATA TO MAP HAZARD AND EXPOSURE TO FLOODING AT LARGE SCALES OR USE MODELS THAT ARE TYPICALLY RUN WITH STOCHASTIC DATA OR FLOW RETURN PERIODS, WITH LARGE UNCERTAINTIES ABOUT EXTREME EVENTS- LIKE FLOODS- IN THE DISTRIBUTION TAILS. FURTHERMORE, EXPOSURE AND DERIVED VULNERABILITY DATA ARE OFTEN LICENSED OR OF RESTRICTED ACCESS. NEW TECHNOLOGIES (SMALL AND CUBE-SATELLITES, DRONES), ADVANCES IN ARTIFICIAL INTELLIGENCE (AI), IMPROVED USE OF CROWDSOURCES, SOCIAL MEDIA AND AVAILABLE CENSUS AND OTHER DATA, AND INTEROPERABILITY STANDARDS, HOWEVER, PROMISE SIGNIFICANT, EVEN GAME-CHANGING, PROGRESS IN THIS FIELD FOR THE COMING YEARS. FLOOD RISK ASSESSMENTS OF BOTH EXPOSURE AND VULNERABILITY SHOULD LEVERAGE THE BEST AVAILABLE DATA- BUT OFTEN THOSE PRODUCING OR USING SUCH ASSESSMENTS ARE UNAWARE OF ALL THE AVAILABLE OPTIONS. IN ORDER TO MAXIMIZE EXCHANGE AND VALUE OF REQUIRED DATA AND MODELS, COLLABORATIVE PARTNERSHIPS BETWEEN PRIVATE AND PUBLIC ENTITIES MUST BE ESTABLISHED. THERE IS THUS A CLEAR NEED TO BRING TOGETHER GOVERNMENT AGENCIES, HUMANITARIAN AID ORGANIZATIONS, INSURANCE AND RE-INSURANCE PROVIDERS, PRIVATE SECTOR INDUSTRIES, AS WELL AS ACADEMIC AND RESEARCH INSTITUTIONS TO INCREASE COLLABORATION AND IMPROVE ACCESS TO AND FLOW OF INFORMATION AROUND FLOOD RISK. TO FULFILL THIS NEED, WE PROPOSE A FLOOD RISK WORKSHOP TO: A) IDENTIFY MINIMAL REQUIREMENTS FOR MAPPING GLOBAL FLOOD RISK THAT MEETS USER NEEDS, B) START NEW COLLABORATIVE PARTNERSHIPS AND STRENGTHEN EXISTING ONES, C) IDENTIFY ACHIEVABLE SHORT-TERM GOALS THAT DO NOT REQUIRE SIGNIFICANT FUNDING, AND D) DETERMINE A MULTI-YEAR PLAN ON HOW TO ACHIEVE THE WORKSHOP GOALS. REMOTE SENSING SOLUTIONS (RSS) PROPOSES THE DEVELOPMENT OF A MODULAR, SMALL, HIGH PERFORMANCE TERRAIN RELATIVE TERMINAL DESCENT RADAR (TDR) FOR RANGE AND VELOCITY SENSING OF PLANETARY LANDING AND VEHICLES ENGAGING IN PROXIMITY OPERATIONS. THE INNOVATION BUILDS OFF OF AND IMPROVES UPON THE HIGHLY SUCCESSFUL CURIOSITY / MARS SCIENCE LABORATORY SKY CRANE TERMINAL DESCENT SENSOR. OUR IMPROVEMENTS INCLUDE SIGNIFICANT IMPROVEMENTS TO THE SIZE, WEIGHT, AND REPRODUCIBILITY OF THE DESIGN; A MODULAR DESIGN; AND IMPROVEMENT IN THE ABILITY TO DETECT AND REMOVE THE EFFECTS OF AIRBORNE DEBRIS. IN THIS EFFORT WE PROPOSE TO REALIZE PROTOTYPES OF OUR RECURRING, REPRODUCIBLE DESIGNS AT KA-BAND AND W-BAND. WE ALSO PROPOSE TO DEVELOP, IMPLEMENT, AND VALIDATE THROUGH FIELD DEMONSTRATION NEW MEASUREMENT ALGORITHMS THAT CAN MITIGATE ISSUES OF FALSE VELOCITY MEASUREMENTS DUE TO MOVING DUST AND SAND, PARTICULARLY AT LOW ALTITUDES WHERE THRUSTER FIRE CAN CAUSE MOVEMENT OF SURFACE PARTICLES. SUCH ALGORITHMS MITIGATE THAT CONCERN FOR PLANETARY BODIES WHERE DUST OR SAND ARE A CONCERN (I.E. FOR FLOOD MONITORING AND RESPONSE, NASA AND OTHER AGENCIES ARE INCREASINGLY STEPPING UP TO THE CHALLENGE TO HARNESS ITS REMOTE SENSING AND MODELING RESOURCES DURING AN EVENT. AS THESE CAPABILITIES ARE DESIGNED AND THEN PROGRESSIVELY IMPROVED, THERE IS A COUPLED NEED FOR MECHANISMS TO SUSTAIN THEM. THERE IS TO DATE NO GLOBAL DECISION SUPPORT SYSTEM FOR FLOOD DISASTERS THAT INGESTS ALL THE DATA FROM EXISTING SYSTEMS AND PROVIDES REAL-TIME CRITICAL INFORMATION THAT CAN GUIDE OPERATIONAL REACTIONS ON THE GROUND. BECAUSE THESE CAPABILITIES EVOLVE OVER TIME, ANY SUCH INTEROPERABLE SYSTEM MUST INCORPORATE CHANGES AND IMPROVEMENTS THEREOF, IT MUST BE FLEXIBLE, AND ITSELF ROBUST AND ABLE TO BE MAINTAINED INTO THE FUTURE. THESE CHALLENGES ARE ADDRESSED IN THIS SBIR WHERE REMOTE SENSING SOLUTIONS COLLABORATES WITH EXISTING EFFORTS OF THE DARTMOUTH FLOOD OBSERVATORY TO DEVELOP AN INTEROPERABLE ONE-STOP-SHOP BASED ON OPEN GEOSPATIAL DATA STANDARDS THAT UNIFIES INFORMATION RELEVANT TO FLOOD DISASTER RESPONSE. IGF::OT::IGF REMOTE SENSING SOLUTIONS (RSS) PROPOSES TO FILL A CRITICAL NICHE IN ENTRY, DESCENT, AND LANDING WITH THE DESIGN AND SUBSEQUENT DEVELOPMENT OF A TERRAIN RELATIVE RADAR ALTIMETER/VELOCIMETER IN SUPPORT OF MISSIONS TO PLANETARY BODIES. THIS SENSOR, SIMILAR TO THAT OF THE SUCCESSFUL MARS SCIENCE LABORATORY'S TERMINAL DESCENT SENSOR (MSL-TDS) WILL 1) EXPAND THE RANGE OF OPERATION OVER THAT OF THE MSL-TDS AND 2) MITIGATE IDENTIFIED RISKS DUE TO DUST AND ANOMALOUSLY LOW BACKSCATTER AREAS. WE WILL ACHIEVE THIS IN PART BY ESTABLISHING A KU-BAND TDS DESIGN. IN PHASE 1 WE WILL EXPLORE COMPACT MULTI-BEAM SHARED APERTURE ANTENNA DESIGNS AND SYSTEM TRADES TO MINIMIZE ANTENNA APERTURE SIZE. IN ADDITION, THE DESIGN APPROACH FOR THE SYSTEM BACK-END ELECTRONICS WILL BE MODULAR, COMPACT, REPRODUCIBLE, AND HIGHLY VERSATILE. UTILIZING RSS' NOVEL, MODULAR RECONFIGURABLE DIGITAL SUBSYSTEM WILL ENABLE US TO PRODUCE RECONFIGURABLE ARCHITECTURES AND PULSE-TIMING/GEOMETRY. SUCH A SOLUTION IS INDEPENDENT OF THE EVENTUAL TRANSMIT FREQUENCY OF OPERATION. ESA, ISA, JAXA) MISSIONS PROVIDE AN ENORMOUS VOLUME OF FREE DATA THAT CAN DELIVER INFORMATION AT THE APPROPRIATE TEMPORAL AND SPATIAL RESOLUTION FOR FLOOD DISASTER MANAGEMENT AND EMERGENCY RESPONSE SPANNING THE NATURAL PROCESS OF A FLOOD EVENT FROM "CLOUDS TO INUNDATION" OR "MITIGATION TO RESPONSE". HOWEVER, INFORMATION IS UNDER-UTILIZED BY RESPONSE TEAMS, MOSTLY BECAUSE OF ITS RELATIVE NOVELTY AND UNINTUITIVE ACCESS: (1)DIFFICULTIES IN OBTAINING INFORMATION WITHIN THE TIMEFRAME FOR MITIGATION, PREPAREDNESS, RESPONSE/RECOVERY, (2)CONFUSION AS TO THE MOST APPROPRIATE DATA ASSETS FOR A FLOOD SITUATION, (3)LIMITED TIME AND PERSONNEL CAPACITY TO PROCESS AND HANDLE NEW TYPES OF DATASETS; (4)LIMITED BANDWIDTH FOR LARGE FILE SHARING CAPACITY IN DEEP-FIELD ENVIRONMENTS (5)INCOMPATIBILITY BETWEEN USER MAPPING PLATFORMS AND GEOSPATIAL DATA FORMATS; (6)DATA AVAILABILITY MAY BE SIMPLY UNKNOWN AND/OR DATA LATENCY MAY BE INADEQUATE; AND (5) LIMITED UNDERSTANDING BY SCIENTISTS AND ENGINEERS ABOUT END USER OPERATIONAL REQUIREMENTS. NASA FLOOD RESPONSE WORKSHOP FLOODING IS ONE OF THE COSTLIEST NATURAL DISASTERS AND BY 2050 COSTS OF FLOODS IN COASTAL CITIES ALONE ARE PREDICTED TO REACH $1 TRILLION ANNUALLY (HALLEGATE ET AL., 2013). RECENTLY, ALL AROUND THE WORLD, FLOODS HAVE BEEN OF EXCEPTIONALLY HIGH MAGNITUDE WITH RAINFALLS EXCEEDING RECORD AMOUNTS AS WELL AS CAUSING UNPRECEDENTED DAMAGE IN MANY COUNTRIES. RECENT EVENTS HAVE COVERED SPATIAL SCALES WELL BEYOND WHAT WE HAVE SEEN IN THE PAST AND ARE FREQUENTLY SURPASSING TRADITIONAL REGIONAL DISASTER RESPONSE COVERAGE. IN ESSENCE, THESE LARGE SCALE EVENTS HAVE DEMONSTRATED THAT THERE IS A NEED TO ACHIEVE A GLOBAL RESPONSE IN A VERY LIMITED AMOUNT OF TIME, SO THAT RELIEF TEAMS AND DECISION-MAKERS CAN ACT QUICKLY AND AGENCIES AS WELL AS INTERNATIONAL ORGANIZATIONS CAN DEAL SWIFTLY WITH SUCCESSIVE BIG EVENTS AND DELIVER RELEVANT GEOSPATIAL DATA AND FLOOD IMAGERY WHEN AND WHERE NEEDED ALL AROUND THE WORLD. IN THE CASE OF FLOOD MONITORING AND RESPONSE, NASA ALREADY PROVIDES A NUMBER OF SERVICES AS WELL AS IMAGE AND COMPUTER SIMULATION PRODUCTS DURING AN EVENT, EITHER THROUGH ONGOING ACTIVITIES AT NASA CENTERS OR THROUGH NASA PROJECT FUNDING, ALL OF WHICH NEED BE MAINTAINED AND SUSTAINED. IT IS DIFFICULT TO COORDINATE ALL OF THOSE SYSTEMS DURING ONE SINGLE EVENT, LET ALONE MULTIPLE SIMULTANEOUS EVENTS OR SUCCESSIVE LARGE EVENTS. ALSO, EACH OF THOSE SYSTEMS PROVIDES A UNIQUE CAPABILITY AND SO GLOBAL COORDINATION IS NECESSARY AND THERE IS PROBABLY NO NEED TO DEVELOP (YET) ANOTHER SYSTEM BEFORE SUCH A COORDINATION TAKES PLACE. HENCE, THERE IS A NEED FOR A FLOOD RESPONSE WORKSHOP. EFFECTIVE INTEGRATION OF EO DATA AND FLOOD MODELING FOR RAPID DISASTER RESPONSE: THE TEXAS 2015 CASE SEVERE STORMS IN TEXAS AT THE END OF MAY CAUSED DISASTROUS FLOOD EVENTS IN MULTIPLE LOCATIONS COSTING TENS OF LIVES AND INFRASTRUCTURE DAMAGES ARE ALREADY ESTIMATED AT AROUND $30M. THIS HIGH-IMPACT EVENT TRIGGERED A ONE-OF-A-KIND RAPID RESPONSE FROM SPACE AGENCIES AND DATA PROVIDERS RESULTING IN A MULTITUDE OF HIGH-RESOLUTION EO SATELLITE IMAGERY, INCLUDING DATA FROM EO-1 ALI, NASA S NRT MODIS, LANDSAT, ESA'S SENTINEL-1 AND ASI S COSMO-SKYMED. IN TOTAL, MORE THAN 60 SATELLITE IMAGES OF FLOODING AT VARIOUS RESOLUTIONS AND TIME INTERVALS HAVE BEEN PROCESSED TO SHOW THE IMPACT OF FLOODING AND HAVE BEEN MADE FREELY AVAILABLE TO THE STATE OF TEXAS TO ASSIST RAPID DISASTER RESPONSE. IN THIS PROJECT, WE PROPOSE TO MAKE USE OF THIS UNIQUE OPPORTUNITY AND USE ALL THE AVAILABLE FLOOD IMAGERY ALONG WITH A HIGH-RESOLUTION FLOOD MODEL SIMULATIONS OF THE EVENTS. SPECIFICALLY, WE WILL FOCUS ON THE CITIES OF HOUSTON AND DALLAS, AND THE TOWN OF CUERO. THE MAJORITY OF THE TIME SPENT ON THIS PROJECT WILL BE TOWARDS COMPLETING TWO MAIN OBJECTIVES: (1) BUILD A HIGH-RESOLUTION TWO-DIMENSIONAL HYDRODYNAMIC MODEL THAT WILL SIMULATE THE BEST INUNDATION RE-ANALYSIS OF THE FLOOD EVENTS IN LOCATIONS (INCLUDING URBAN SETTINGS) WHERE LIDAR FLOODPLAIN DATA AND GAGED RAINFALL AND RIVER FLOW DATA ARE AVAILABLE; AND (2) INTEGRATE THE MODEL EVENT RE-ANALYSIS AND THE SATELLITE FLOOD DATA TO DEMONSTRATE THE UNIQUENESS OF THESE AVAILABLE MULTI-TEMPORAL AND MULTI-RESOLUTION IMAGERY IN COMBINATION WITH THE MODEL. TO DATE, THERE ARE NO DATA AND MODELS TO SUCH A LEVEL OF ABUNDANCE FOR ANOTHER FLOOD EVENT THAT COULD BE STUDIED INSTEAD. THIS IS INDEED A NOVEL AND UNIQUE OPPORTUNITY AND WE SHOULD TAKE ADVANTAGE OF THE STILL ONGOING FLOOD DISASTER TO DEMONSTRATE THE FULL POTENTIAL OF SUCH DATA FOR LOCAL AND STATE DECISION-MAKING AND DISASTER RESPONSE IN A TIMELY MANNER. THERE IS NO DOUBT THAT THE SUCCESS OF THIS CASE STUDY WILL HIGHLIGHT THE VALUE OF RAPID EO FLOOD IMAGE ACQUISITION, PROCESSING AND DELIVERY AND INTEGRATION WITH DETAILED FLOOD MODELING TO NASAS APPLIED SCIENCE AND DISASTER PROGRAMS. IN ORDER TO WORK ON THIS PROJECT IN A MOST EFFICIENT AND TIMELY MANNER, WE WILL ASK FOR A SMALL AMOUNT OF FUNDING FOR ONE YEAR ONLY FROM THE RAPID RESPONSE PROGRAM IN ORDER TO COMPLETE THE TWO OBJECTIVES LISTED ABOVE.
