WHILE THE MOON WAS PREVIOUSLY BELIEVED TO BE COMPLETELY DRY, IT IS NOW KNOWN THAT WATER IS PRESENT ON THE SURFACE AND IN MANY LUNAR SAMPLES AT THE LEVEL OF 100 PARTS PER MILLION OR GREATER. SPACECRAFT OBSERVATIONS ESTABLISHED THAT A 3 UM ABSORPTION FEATURE ATTRIBUTABLE TO WATER OR HYDROXYL WAS PRESENT ON THE SURFACE, ESPECIALLY AT HIGH LATITUDES AND AWAY FROM THE SUBSOLAR POINT AT LOW LATITUDES. THE SPACECRAFT DATA REVEAL THAT THE 3 UM FEATURE VARIES IN STRENGTH AND SPECTRAL PROPERTIES WITH THE LUNAR TIME OF DAY AND THE LOCAL GEOLOGY OF THE MOON. LIMITATIONS OF EXISTING SPACECRAFT DATA LEAVE MANY QUESTIONS UNANSWERED. WHILE THE 3UM FEATURE VARIES WITH LUNAR TIME OF DAY, ESPECIALLY AT MID TO HIGH LATITUDES, CONTROVERSIES REGARDING THE REMOVAL OF THERMAL EMISSION FROM THE SPECTRA LEAVE OPEN THE QUESTION AS TO WHETHER THE ABUNDANCE OF WATER INDEED VARIES WITH TIME. THE THERMAL CORRECTIONS OF 3UM DATA THAT SUGGEST ABUNDANCE VARIATIONS IMPLY A LARGE, DIURNAL SUPPLY OF WATER TO THE LUNAR ATMOSPHERE AND TO THE LUNAR COLD TRAPS. THIS SUPPLY, IF QUANTIFIED AND ASSOCIATED WITH WELL UNDERSTOOD UNCERTAINTIES, WOULD PROVIDE AN IMPORTANT CONSTRAINT ON THE NATURE OF THE LUNAR ATMOSPHERE AND THE SUPPLY OF WATER TO THE LUNAR POLAR COLD TRAPS, WHERE ICE HAS BEEN REPORTED. THE MARE AND HIGHLANDS SHOW DIFFERENT BAND STRENGTHS, WHERE LUNAR VOLCANIC PYROCLASTIC DEPOSITS OFTEN SHOW 3 UM BAND DEPTHS GREATER THAN THE BACKGROUND, SUGGESTING HIGHER WATER ABUNDANCES. SMALL, LOCAL 3UM ANOMALIES THAT MAY BE ASSOCIATED WITH WATER OR HYDROXYL IN LUNAR IGNEOUS MINERALS ARE ALSO FOUND IN MANY PLACES. YET THE SPECTRAL DATA FOR ALL THESE LOCATIONS ARE CONFINED TO WAVELENGTHS LESS THAN 3 UM, GREATLY LIMITING INSIGHTS INTO THE TYPES OF WATER OR MATERIALS THAT MIGHT BE PRESENT. SPEX COVERS THE REGION OF CHARACTERISTIC WATER ABSORPTIONS OF SOLIDS, AND IS COMMONLY USED IN ASTEROID SPECTROSCOPY. MICRO RAMAN SYSTEMS ARE CAPABLE OF PERFORMING FINE SCALE MINERALOG, THEY ARE BEING ACTIVELY PROPOSED AS INSTRUMENTS ON PLANETARY ROVERS FOR SITU ANALYSIS. A MICRO RAMAN SYSTEM, RAMAN LASER SPECTROMETER, DEVELOPED BY CENTRO DE ASTROBIOLOGA, UNIDAD ASOCIADA, SPAIN IS ONE OF THE PASTEUR PAYLOAD INSTRUMENTS ON BOARD THE ESA EXOMARS ROVER TO BE LAUNCHED IN 2018. SIMILARLY, JPL AND WASHINGTON UNIVERSITY IN ST. LOUIS, HAVE DEVELOPED A MICRO RAMAN SYSTEM, MARS MICROBEAM RAMAN SPECTROMETER WITH FUNDING FROM NASA. THE RLS AND MMRS ARE SEVERELY LIMITED IN THEIR PERFORMANCE BECAUSE 1 THEY REQUIRE SAMPLE COLLECTION, 2 CANNOT BE OPERATED UNDER DAYTIME CONDITIONS, 3 PROVIDE POOR RAMAN CAPABILITIES IN PRESENCE OF FLUORESCENCE, 4 CANNOT SEPARATE THE HIGHLY DESIRABLE BIO-FLORESCENCE SIGNAL FROM UNWANTED MINERAL FLUORESCENCE SIGNAL, AND 5 ARE TOO SLOW. NO RAMAN IMAGES WILL BE EXPECTED FROM THESE SYSTEMS DUE TO THESE LIMITATIONS. THESE DISADVANTAGES ARE DUE TO THE IMPLEMENTATION OF TRADITIONAL RAMAN TECHNOLOGY THAT IS DESIGNED FOR DARK LABORATORY USE. THESE LIMITATIONS WILL SIGNIFICANTLY LOWER THE SCIENCE RETURN FROM THESE MICRO RAMAN SYSTEMS IN TERMS OF NUMBER AND VARIETY OF SAMPLES THAT CAN BE ANALYZED ON MARS. UNDER THIS PROPOSAL, WE PROPOSE TO DEVELOP A NEW STANDOFF ULTRA COMPACT RAMAN INSTRUMENT IN COLLABORATION WITH NASA LANGLEY RESEARCH CENTER WHICH WILL SOLVE ALL OF THE LIMITATIONS LISTED ABOVE WITH THE RLS AND MMRS INSTRUMENTS. SUCR PROVIDES A SUPERIOR MICRO RAMAN INSTRUMENT FOR FUTURE NASA MISSIONS. THE DEVELOPMENT OF SUCR WILL REQUIRE IMPROVEMENTS IN BOTH REMOTE RAMAN AND ULTRA COMPACT RAMAN TECHNOLOGIES AND THE IMPLEMENTATION OF LINE IMAGING FOR FASTER RAMAN CONTEXT IMAGING AND MAP COLLECTION. THE SUCR SYSTEM WILL BE ABLE TO QUICKLY COLLECT SPECTRUM HIGH QUALITY IN SITU RAMAN SPECTRAL IMAGES IN THE DAYTIME, FROM DISTANCES OF SEVERAL CENTIMETERS, WITH NO NEED FOR SAMPLES COLLECTION. FOR EXAMPLE, THE SUCR INSTRUMENT WILL ALLOW FOR FINE SCALE CONTEXT MINERALOGY OF DRILLED CORES, LAYER STRUCTURES, AND TRENCHES. IN ADDITION, SUCR WILL BE ABLE TO DETECT ANY MICRON SIZE BIOMARKER IN SITU WITH ITS FASTER SEARCH AND SCAN MODE 0.1S.
