NOVEL, MULTIDISCIPLINARY GLOBAL OPTIMIZATION UNDER UNCERTAINTY THIS PROJECT TACKLES AN AERONAUTICS CHALLENGE PROBLEM WITH INHERENTLY COMPLEX AND MULTIDISCIPLINARY OBSTACLES TO AN OPTIMIZED SOLUTION. THE PROBLEM TO BE CONSIDERED IS THE COORDINATION AND OPTIMIZATION OF A NUMBER OF ADVANCED ATM CONCEPTS IN THE NATIONAL AIRSPACE SYSTEM (NAS). TAKEN INDIVIDUALLY, SUCH CONCEPTS ARE VALUABLE, BUT EFFORTS TO COORDINATE AND OPTIMIZE ACROSS SEVERAL OF THEM HAVE NOT YIELDED COMPUTATIONALLY TRACTABLE SOLUTIONS BECAUSE OF A NEED TO (1) BALANCE COMPETING OBJECTIVES, (2) DEAL WITH A VARIETY OF NAS NETWORK SPATIAL AND TEMPORAL EFFECTS, AND (3) ACCOUNT FOR NAS UNCERTAINTIES THAT MAY EVEN BE DIFFICULT TO PREDICT PROBABILISTICALLY. THE MULTIDISCIPLINARY APPROACH THAT IS PROPOSED IS TO INTEGRATE COMPUTATIONAL AGENT-BASED MODELING (ABM) AND PROBABILISTIC GRAPHICAL MODELS (PBM) TO DEVELOP SYSTEM-OPTIMAL COORDINATION STRATEGIES FOR MANAGING THE SIMULTANEOUS OPERATION OF MULTIPLE ATM CONCEPTS. THIS APPROACH IS INNOVATIVE BECAUSE IT EXPANDS APPLICATIONS FROM MODERN DEVELOPMENTS IN COMPLEXITY SCIENCE (NAMELY, ABM) AND PROBABILISTIC MODELING (NAMELY, PGM) INTO THE ATM DOMAIN, ALONG WITH MODELING&SIMULATION CAPABILITIES (TRAJECTORY MODELS, ATM CONCEPT MODELS, ETC.). THIS STATEMENT OF WORK IS THE RESULT OF A PROPOSAL SUBMITTED BY SENSIS CORPORATION FOR AWARD IN RESPONSE TO NASA HEADQUARTERS AERONAUTICS RESEARCH MISSION DIRECTORATE (ARMD) NASA RESEARCH ANNOUNCEMENT (NRA) ENTITLED RESEARCH OPPORTUNITIES IN AERONAUTICS 2007, AMENDMENT 4, TOPIC 5. THIS RESEARCH ACTIVITY IS SPONSORED BY THE NASA AIRSPACE SYSTEMS PROGRAM, NEXTGEN AIRSPACE PROJECT, AND PERFORMANCE BASED SERVICES RESEARCH FOCUS AREA. SCOPE OF WORK: THE SCOPE OF WORK FOR THIS RESEARCH EFFORT IS CONTAINED IN FOUR PRINCIPAL OBJECTIVES: 1) PROVIDE THE CAPABILITY TO SYNTHESIZE AND USE SIMULATED CONVECTIVE WEATHER SCENARIOS; 2) PROVIDE RELEVANT CATEGORIZED RECORDED WEATHER DATA SCENARIOS; 3) IDENTIFY SPECIFIC WEATHER SCENARIOS THAT WILL HAVE A HIGH IMPACT ON PARTICULAR AIR TRAFFIC OPERATIONS AND SCENARIOS; AND 4) PROVIDE SUPPORT FOR INCORPORATING THESE SCENARIOS INTO THE ATOS ENVIRONMENT, WHICH IS HOSTED IN THE AIR TRAFFIC OPERATIONS LAB, OR ATOL, AT NASA LANGLEY RESEARCH CENTER. THE LAST OBJECTIVE INCLUDES DEVELOPING THE CAPABILITY TO CONVERT RAW CONVECTIVE WEATHER DATA INTO POLYGONS FOR USE WITHIN ATOS. THE TASKS AND DELIVERABLES THAT ADDRESS EACH OF THESE FOUR OBJECTIVES ARE DESCRIBED IN SECTIONS 4.1 THROUGH 4.4 AND 5.1 THROUGH 5.4, RESPECTIVELY. DESCRIPTION OF TASKS/TECHNICAL REQUIREMENTS: THE FOLLOWING TASKS SHALL BE PERFORMED BY THE CONTRACTOR: 4.1 CONVECTIVE WEATHER SCENARIO GENERATOR. THE CONTRACTOR SHALL DEVELOP THE CAPABILITY TO GENERATE GENERIC, PARAMETRICALLY-SPECIFIED CONVECTIVE WEATHER CONDITIONS, FORECAST PRODUCTS, AND COMPATIBLE WIND AND TEMPERATURE FIELDS FOR USE IN SIMULATIONS OF GENERIC, OR RANDOMLY GENERATED, TRAFFIC SCENARIOS. KEY PARAMETRIC CONTROLS (E.G., COVERAGE, GROWTH, DISPERSION, AND MOVEMENT) SHALL BE IDENTIFIED AND IMPLEMENTED. THE CONTRACTOR SHALL DEVELOP SOFTWARE TOOLS THAT WILL GENERATE THESE GENERIC, PARAMETRICALLY-SPECIFIED CONVECTIVE WEATHER SCENARIOS AND ASSOCIATED FORECASTS, AND USAGE DOCUMENTATION AS DESCRIBED IN SECTION 5.1.2. THE CONTRACTOR SHALL DEMONSTRATE USE OF THESE SOFTWARE TOOLS AT THE MEETINGS IDENTIFIED IN SECTION 5.1. 4.2 WEATHER SCENARIOS DATABASE. THE CONTRACTOR SHALL USE THE ATOL WEATHER SCENARIOS DATABASE REQUIREMENTS DOCUMENT PROVIDED BY NASA, TO ASSEMBLE AND CATEGORIZE A DATABASE OF SUITABLE WEATHER/TRAFFIC SCENARIOS BASED ON SIX MONTHS OF PREVIOUSLY-RECORDED AND/OR NEWLY ACQUIRED WEATHER DATA. ONCE THE CONTRACTOR RECEIVES THE REQUIREMENTS DOCUMENT, THEY SHALL CONSULT WITH THE NASA TECHNICAL MONITOR REGARDING THE SPECIFIC SIX-MONTH WEATHER ACQUISITION PERIOD. THE QUANTITY OF DATA SHALL BE SUFFICIENT TO PRODUCE A VARIETY OF REPRESENTATIVE WEATHER PATTERNS AND CONDITIONS THAT AFFECT ATM OPERATIONS (E.G., SQUALL LINES, AIR-MASS CONVECTION, ICING, AND TURBULENCE). 4.3 HIGH-IMPACT WEATHER/TRAFFIC SCENARIOS. BASED ON THE CONTRACTOR S ASSESSMENT OF THE NASA EXPERIMENT ACTIVITIES, KNOWLEDGE OF THE WEATHER SCENARIOS DATABASE, AND UNDERSTANDING OF CURRENT-DAY ATM/WEATHER INTERACTIONS, THE CONTRACTOR SHALL ANALYZE THE RECORDED WEATHER AND TRAFFIC DATA AND IDENTIFY AT LEAST 10 HIGH-IMPACT SCENARIOS IN WHICH TRAJECTORY-BASED OPERATIONAL CONCEPTS HAVE THE POTENTIAL TO SIGNIFICANTLY IMPROVE AND/OR DEGRADE PERFORMANCE RELATIVE TO CURRENT OPERATIONS IN THE PRESENCE OF WEATHER. THE CONTRACTOR SHALL DOCUMENT THESE SCENARIOS ALONG WITH THE RATIONALE FOR SELECTING THEM, AND SHALL PRESENT THESE FINDINGS TO NASA FOR CONSIDERATION IN FUTURE ATM STUDIES. 4.4 ATOS INTEGRATION OF WEATHER SCENARIOS. THE CONTRACTOR SHALL DEVELOP SOFTWARE THAT WILL CONVERT RAW CONVECTIVE WEATHER DATA INTO POLYGONS FOR USE WITHIN ATOS, AND SHALL PROVIDE USAGE DOCUMENTATION AND DEMONSTRATIONS OF THIS SOFTWARE S CAPABILITY TO NASA. THE FOCUS OF THE RESEARCH EFFORT UNDER THIS SOW IS TO CONDUCT A SYSTEMS STUDY THAT ADDRESSES THE ISSUES ASSOCIATED WITH DEPLOYING NEW/ADVANCED VEHICLES BY EXPLORING THE TRADES AMONG PROCEDURES, VEHICLE CHARACTERISTIC, AND OVERALL NEXTGEN PERFORMANCE. THE STUDY SHOULD DEVELOP PROCEDURES FOR OPERATING NEW AND ADVANCED VEHICLES WITHIN THE AIR TRANSPORTATION SYSTEM DESCRIBED BY THE NEXTGEN CONOPS; ADAPT OR DEVELOP MODELS AS REQUIRED TO PERFORM THE NECESSARY ANALYSES; CONSIDER CHARACTERISTICS OF BOTH NEXTGEN ATM SYSTEM AND THE VEHICLES AND PROVIDE INSIGHT TO ADVANCING BOTH VEHICLES AND ATM CONCEPTS TO ENHANCE PERFORMANCE AND COMPATIBILITY WITH THE CONOPS; AND ANALYZE THE INTERACTIONS AMONG VEHICLES, PROCEDURES, AND THE NEXTGEN CONOPS TO DETERMINE (1) HOW THE PROCEDURES AND CONCEPTS OF OPERATIONS FOR THESE VEHICLES IMPACT THE PERFORMANCE OF THE OVERALL SYSTEM, (2) APPROACHES TO ENSURING THE SAFETY OF THE VEHICLES AND THE SYSTEM, (3) THE EFFECTS OF ENVIRONMENTAL AND OTHER CONSTRAINTS, AND (4) IMPLICATIONS FOR THE DEVELOPMENT OF FUTURE VEHICLES, PROCEDURES, AND NEXTGEN. IT SHOULD BE NOTED THAT WHILE THE CURRENT NEXTGEN PLANS ENVISION THE FULLY OPERATION IMPLEMENTATION OF NEXTGEN BY 2025, NEXTGEN MUST BE DESIGNED TO ACCOMMODATE USER NEEDS WELL BEYOND 2025. HENCE, THE ADVANCED AIRCRAFT TO BE CONSIDERED IN THIS STUDY SHOULD NOT BE LIMITED TO THOSE WHO ENTRY INTO SERVICE IS EXPECTED TO OCCUR BEFORE 2025. THE STUDY SHOULD PROVIDE INSIGHTS INTO KEY QUESTIONS REGARDING NEXTGEN OPERATIONS UNDER A NUMBER OF SCENARIOS THAT MAY INCLUDE THE INTRODUCTION OF NEW CLASSES OF VEHICLES, DIFFERENT CONCEPTS OF OPERATION OF THESE VEHICLES, UPSET CONDITIONS SUCH AS THE OCCURRENCE OF SEVERE WEATHER CONDITIONS AND UNEXPECTED DISTURBANCES, VARIOUS APPROACHES TO ENSURING THE SAFETY OF THE VEHICLES AND THE SYSTEM, AND A RANGE OF INCREASINGLY STRICT ENVIRONMENTAL CONSTRAINTS. SENSITIVITY ANALYSES SHOULD ENABLE A BETTER UNDERSTANDING OF THE EFFECTS OF COMPONENT, VEHICLE, OPERATIONAL, AND SYSTEM-LEVEL CHARACTERISTICS ON THE PERFORMANCE THE AIR TRANSPORTATION, SYSTEM NAMELY CAPACITY, EFFICIENCY, ROBUSTNESS, SAFETY, AND LOCAL AND GLOBAL ENVIRONMENTAL EFFECTS. THE RESULTS OF THESE ANALYSES WILL BE USED TO UNDERSTAND THE KEY ISSUES THAT MUST BE ADDRESSED IN RESEARCH PROGRAMS AND IN MANAGING THE PORTFOLIO OF TECHNOLOGY INVESTMENTS TO SUPPORT THE REALIZATION OF NEXTGEN. THE RESULTS OF THIS CROSSCUTTING TECHNICAL EFFORT ARE ALSO INTENDED TO ESTABLISH THE INITIAL ELEMENTS OF A FRAMEWORK FOR A SYSTEM-LEVEL ANALYSIS CAPABILITY TO ANSWER QUESTIONS THAT INVOLVE THE INTERACTION OF AIR TRAFFIC, VEHICLE, SAFETY, AND ENVIRONMENTAL ISSUES.
