SURREY SATELLITE TECHNOLOGY US LLC (SURREY) PARTICIPATED IN THE FUNDED STUDY TO CREATE A LANDSAT DATA CONTINUITY MISSION (LDCM) COMPLIANT INSTRUMENT WHICH COULD BE FLOWN ON A SMALLER ESPA-CLASS SPACECRAFT BUS. IN THE COURSE OF THE STUDY, SURREY PROPOSED FURTHER INVESTIGATION INTO A "PIGGY-BACK" RADIOMETER AS A POSSIBLE ALTERNATIVE TO USE INSTEAD OF SUN-ILLUMINATED DIFFUSERS. THE "PIGGY-BACK" IS A TRANSFER RADIOMETER FLOWN ON THE SAME PLATFORM AS A MAIN INSTRUMENT. IT HAS THE SAME FIELD OF VIEW AS THE MAIN INSTRUMENT AND THE SAME SPECTRAL RANGE. HOWEVER, IT WOULD HAVE A GSD LARGER BY AN ORDER OF MAGNITUDE. THIS MEANS THAT IT CAN HAVE AN APERTURE SMALLER BY UP TO AN ORDER OF MAGNITUDE SO THAT IT WILL BE MUCH SMALLER PHYSICALLY. THE PIGGY-BACK IS CALIBRATED USING A VERY SMALL DIFFUSER SYSTEM AND POSSIBLY SMALL BLACK BODIES FOR TIR BANDS. THE MAIN INSTRUMENT IS THEN CALIBRATED BY COMPARISON OF EARTH IMAGE DATA AVERAGED OVER LARGE EARTH AREAS SELECTED FOR LOW SPATIAL NON-UNIFORMITY. THE PIGGY-BACK RADIOMETER COULD BE A MULTISPECTRAL SYSTEM WITH THE SAME FILTERS AS THE MAIN INSTRUMENT. IT COULD USE THE SAME DETECTORS, THOUGH IN THIS CASE ONLY A SINGLE MODULE IS REQUIRED IN EACH FOCAL PLANE IN PLACE OF AN ARRAY OF 10. AN OPTIONAL CONSIDERATION IS TO USE A SPECTROMETER DESIGN FOR THE PIGGY-BACK RADIOMETER. A SPECTROMETER IS NOT SERIOUSLY CONSIDERED FOR A MAIN INSTRUMENT SINCE THIS WOULD NOT BE CONSISTENT WITH THE TDI OPERATION THAT IS NEEDED FOR SMALL SYSTEM SCALE AT THE REQUIRED SNRS. HOWEVER, A SPECTROMETER BECOMES REALISTIC WITH A GSD AND DWELL PERIOD INCREASED BY AN ORDER OF MAGNITUDE. IT COULD PROVIDE THE FULL VSWIR RANGE USING A SINGLE OPTICAL CHANNEL WITH PRISM DISPERSION. A BROAD-BAND MCT AREA ARRAY DETECTOR LIKE THE SOFRADIR NGP COULD COVER THE WHOLE SPECTRAL BAND. A SPECTROMETER SOLUTION FOR A PIGGY-BACK RADIOMETER COULD BE OF INTEREST IN PROVIDING CONTINUOUS SPECTRAL COVERAGE OVER A BLUETHROUGH- SWIR RANGE AT SPECTRAL RESOLUTION COMPARABLE TO THE MAIN INSTRUMENT. IT ALSO SOLVES A POTENTIAL PROBLEM OF SIMULTANEITY. THIS PIGGYBACK WOULD HAVE THE POTENTIAL TO REDUCE OVERALL SYSTEM ENVELOPE AND MASS BY REMOVING THE NEED FOR RELATIVELY LARGE CALIBRATION SOURCES AND SCENE-SELECT MECHANISMS. FOR A BASELINE VSWIR TELESCOPE DESIGN, IT WOULD REMOVE THE NEED FOR AN EXTERNAL ENTRANCE PUPIL. THIS WOULD ALLOW A MUCH EASIER TMA DESIGN WITH SMALLER MIRRORS, AND AN INCREASED SWATH WIDTH COULD BE CONSIDERED. THE SMALL APERTURE OF THE PIGGY-BACK COULD ALSO ALLOW CONSIDERATION OF MORE-ELABORATE ABSOLUTE CALIBRATION TO IMPROVE CONFIDENCE IN LONG-TERM STABILITY. FOR EXAMPLE, AN ADDED MECHANISM COULD BE USED TO CONSTRUCT A RATIOING RADIOMETER, WHICH PROVIDES A DIRECT MEASUREMENT OF DIFFUSER REFLECTANCE. IGF::OT::IGF SUSTAINABLE LAND IMAGING (SLI) BUSINESS MODEL STUDY - LANDSAT SATELLITES AND ASSOCIATED U.S. GOVERNMENT GROUND PROCESSING, DISTRIBUTION, AND ARCHIVING SYSTEMS HAVE ACQUIRED AND MADE AVAILABLE GLOBAL, MODERATE-RESOLUTION (15-120M), MULTISPECTRAL MEASUREMENTS OF LAND AND COASTAL REGIONS, PROVIDING HUMANKIND S LONGEST RECORD OF OUR PLANET FROM SPACE. NASA AND THE U.S. GEOLOGICAL SURVEY (USGS) OF THE DEPARTMENT OF THE INTERIOR (DOI) FULLY RECOGNIZE THAT THIS INFORMATION IS A NATIONAL ASSET, PROVIDING AN IMPORTANT AND UNIQUE CAPABILITY THAT BENEFITS A BROAD COMMUNITY, INCLUDING FEDERAL, STATE, AND LOCAL GOVERNMENTS; GLOBAL CHANGE SCIENCE, ACADEMIA, AND THE PRIVATE SECTOR. LANDSAT DATA PROVIDE A CONSISTENT AND RELIABLE FOUNDATION FOR RESEARCH ON LAND USE CHANGE, FOREST HEALTH, AND CARBON INVENTORIES, AND CHANGES TO OUR ENVIRONMENT, CLIMATE, AND NATURAL RESOURCES. ADDITIONALLY LANDSAT DATA IS FREE AND OPENLY AVAILABLE TO USERS BOTH INSIDE AND OUTSIDE OF THE GOVERNMENT. THE USGS CURRENTLY OPERATES TWO GOVERNMENT-OWNED SATELLITES, LANDSATS-7 AND -8, BOTH DEVELOPED BY NASA FOR USGS. TO FURTHER INFORM AGENCIES AS TO THE POTENTIAL FUTURE IMPLEMENTATIONS WITHIN THE SLI PROGRAM, A STUDY CONTRACT WITH MULTIPLE POTENTIAL AWARDS WILL BE ISSUED TO INVESTIGATE POTENTIAL BUSINESS MODELS FOR SYSTEM ACQUISITION. THE NASA SUSTAINABLE LAND IMAGING (SLI) OFFICE IS INVESTIGATING THE POTENTIAL USE OF INNOVATIVE BUSINESS MODELS TO REDUCE THE COSTS OF FUTURE LAND IMAGING MISSIONS. THE 2014 ARCHITECTURE STUDY BY THE SLI ARCHITECTURE STUDY TEAM (AST) PROVIDED SOME AGGREGATED EVIDENCE THAT SATELLITES DEVELOPED FOR COMMERCIAL ENTERPRISES AND SATELLITES DEVELOPED UNDER NASA CONTRACTS TENDED TO HAVE COMPARABLE OVERALL RELIABILITY. THE STUDY ALSO PROVIDED SOME EVIDENCE THAT COMPARABLE COMMERCIAL SATELLITES TENDED TO BE LOWER IN COST THAN GOVERNMENT SPONSORED SATELLITES. THIS STUDY IS MOTIVATED BY THESE PRELIMINARY FINDINGS TO EXPLORE THEIR VERACITY AND CONSIDER THE IMPLICATIONS FOR SLI SPACE SYSTEM DEVELOPMENT. THIS STUDY FOCUSES PRIMARILY ON THE DEVELOPMENT/ACQUISITION OF SPACECRAFT BUSES AND RELATED SERVICES; SOME ASPECTS OF THE STUDY ALSO INVOLVE CONSIDERATION OF OBSERVATORY INTEGRATION AND TEST, LAUNCH, GROUND SYSTEMS, AND MISSION OPERATIONS. IGF::OT::IGF SUSTAINABLE LAND IMAGING (SLI) - REDUCED INSTRUMENT ENVELOPE STUDY: THE CONTRACTOR SHALL PERFORM ONE OR MORE CONCEPTUAL DESIGNS OF IMAGER INSTRUMENTS TARGETING A REDUCED VOLUME, MASS, AND POWER ENVELOPE THAT CAN SATISFY LAND IMAGING PERFORMANCE REQUIREMENTS AND MEET NPR 8705.4 RISK CLASS B STANDARDS. THE CONTRACTOR SHALL ASSUME THE CONCEPT OF OPERATIONS FOR THE INSTRUMENT. THE CONTRACTOR SHALL PROVIDE IMAGING ALL LAND AND COASTAL AREA IN THE INSTRUMENTS FIELD OF VIEW, EVERY ORBIT. THE CONTRACTOR SHALL ASSUME AGILITY, MECHANICAL INTERFACE TO S/C, THERMAL INTERFACE TO S/C, AND ELECTRICAL INTERFACE TO SPACECRAFT (S/C). AS PART OF THIS DESIGN, THE CONTRACTOR SHALL PERFORM ANALYSIS AND PROVIDE STUDY PRODUCTS ADDRESSING AT A MINIMUM SLI PERFORMANCE REQUIREMENTS TO IDENTIFY THE DRIVERS FOR MASS, VOLUME, AND POWER, AND COST FOR FUTURE MID-TERM INSTRUMENT DESIGNS. THE CONTRACTOR SHALL PROVIDE A DETAILED ASSESSMENT OF OPTICAL DESIGN AND FOCAL PLANE PERFORMANCE RELATIVE TO SLI PERFORMANCE REQUIREMENTS. THE CONTRACTOR SHALL PERFORM ANALYSIS AND PROVIDE STUDY PRODUCTS ADDRESSING EMERGING TECHNOLOGIES AND TECHNIQUES TO FURTHER ENABLE IMPLEMENTATION EFFICIENCIES AND A SCHEDULE FOR POTENTIAL INFUSION INTO SLI. THE CONTRACTOR SHALL ACCOMMODATE ON-BOARD REFLECTIVE AND THERMAL BAND CALIBRATION SOURCES TO SATISFY PERFORMANCE REQUIREMENTS. THE CONTRACTOR SHALL DISCUSS CALIBRATION APPROACH AND DEVELOP A CALIBRATION ERROR BUDGET. THE CONTRACT SHALL ASSESS THERMAL CONTROL, INCLUDING TECHNIQUES AND TECHNOLOGIES FOR DETECTOR COOLING AND STABILIZATION, ACCOMMODATION OF POTENTIALLY LARGE RADIATOR AREAS ON A SMALLSAT PLATFORM, ASSESSMENT OF PASSIVE VS.
