Responsibilities: As Deputy Chief, Strategic Planning and Analysis Directorate (SPAD), in the U.S. Border Patrol (USBP), you will work closely with Executive Director, SPAD, and senior leaders throughout the U.S. Customs and Border Protection (CBP) enterprise to expand agency law enforcement knowledge and innovative solutions to enable the frontline of the future for sworn law enforcement Agents. You will serve as the strategic advisor to the Executive Director, SPAD; other Directorate Chiefs/Executive Directors; and the Chief and Deputy Chief, USBP. You will represent USBP on a variety of boards, commissions, committees, and councils, executing law enforcement oversight for the National Use of Force Review Board and other bodies to influence and negotiate solutions addressing USBP equities while supporting agency priorities. You will oversee the operations and functions of eight divisions: Systems, Operational Requirement Management, Advanced Analytics and Data Governance, Performance Reporting and Evaluation, Integration and Innovation, Policy and Compliance, Labor, and Doctrine, ensuring integration of their work with other components, offices, and agencies, to achieve Department of Homeland Security (DHS), CBP, and USBP strategic objectives and priorities. You will establish and maintain partnerships throughout DHS and other agencies to advocate for USBP operational needs, develop vetted policy solutions and, ultimately, position USBP to capitalize on these partnerships when required to respond to its dynamic threat environment. You will facilitate stakeholder groups to successfully plan, develop, and/or implement policies, strategies, or programs with national-level impact and measurable results. You will work closely with staff across USBP headquarters, the field, and within both CBP and DHS, to ensure that law enforcement strategies, programs, and policies are operationally-informed and are backed up by robust documentation. You will manage the development, publication, and monitoring of USBP's multi-year strategic plan, including developing methods for measuring and reporting progress.
