Responsibilities: On behalf of the Executive Assistant Director (EAD) for Infrastructure Security, the incumbent manages and conducts planning work for national-level critical infrastructure security and resilience; coordinates and integrates research and development work; incubates and transforms innovative initiatives into established and efficient programs; and manages Information Technology development, infrastructure data, and data analytics programs in support of the infrastructure security and resilience mission. Serves as the principal advisor to the EAD and Deputy EAD for Infrastructure Security; CISA Chief of Strategy, Policy and Plans; and other DHS and CISA leaders on planning approaches related to infrastructure security and resilience, ensuring the same conform with the Agency's strategic governance framework and are fully coordinated within the Agency and, as appropriate, with external stakeholders. Works closely with the EAD and Deputy EAD in leading the Planning and Innovation organization and managing the associated multi-million-dollar budget. Employs delegated authority to oversee the overall planning, program management, direction, and timely execution of policies as well as the development, assignment, and higher-level clearance of goals and objectives for managers at subordinate organizational levels. Makes recommendations on multi-year and long-range work plans developed by managers at subordinate organizational levels and subsequently manages the overall goals and objectives of work directed. Oversees the revision of long-range plans, goals, objectives, and programmatic execution of the work directed. Manages changes affecting the Planning and Innovation organization, and major changes to the structure and content of the program or program segments directed. Ensures programs are developed within an enterprise information technology architecture approach. Makes recommendations to approve the allocation and distribution of the Planning and Innovation organization's funding and other resources. Sets and monitors program controls. Represents the agency in congressional hearings, as well as in meetings with senior government officials, state and local government legislators, and private sector senior executives.
