Responsibilities: Serving as the IT Program Manager makes you a valuable member of the FLETC team and mission. This position serves as the Digital Transformation Lead responsible for performing enterprise project management functions for FLETC’s geographically disbursed enterprise. The position manages stakeholder relationships with senior executives, line-of-business owners, contractors, and customers from various federal agencies. Typical assignments include: Providing leadership for and use of in-house and off-the-shelf project management tools, formal stage/gate reviews, integrated project teams, and activities integral to the component’s standardized project management principles and structured project development methodology. Developing and updating comprehensive project management plans as blueprints for project management activities. Working with various organizational stakeholders, line-of-business owners, and customers to determine detailed requirements for each project. Forming, managing, and leading integrated project teams of subject-matter experts from various FLETC directorates and organizations, as needed. Ensuring that CIO digital transformation roadmap IT solutions comply with various federal laws, including Section 508 of the Rehabilitation Act, the Privacy Act, Federal Acquisition Regulation, and the Federal Information Security Management Act (FISMA). Interpreting stakeholder requirements and translating them into fully developed IT technical solutions, including Life Cycle Cost Estimates. Coordinating with the FLETC Chief Information Security Officer (CISO) to ensure the IT solutions proposed and delivered within the digital transformation roadmap support the technical, operational, and managerial controls needed to protect the information technology infrastructure. Reviewing cybersecurity statutes and regulations for applicability and program impacts; identifying cybersecurity program implications of new technologies or technology upgrades. Developing specifications to ensure risk, compliance, and assurance efforts conform with security, resilience, and dependability requirements at the software application, system, and network environment level.
