Description of Supplies/Services...” “The requirement for this action is for services to provide support to the following four (4) types of HSEN services: Maintaining and improving network capabilities to include network modernization and Emerging technologies. Providing technical support for the design, build, and upgrade of network systems. Ensuring that the network security architecture is in compliance with security standards and complies with federal and DHS architectural guidelines. Providing network performance engineering and network management support to include network monitoring using the tools and technologies provided by ITO/EOD. The period of performance shall be a three (3) month base period with three (1) one— month option periods for a total estimated value of $5,947,724.64. The period of performance is: Base period: 02/10/2022 to 05/31/2022 Option Period 1: 06/01/2022 to 06/30/2022 Option Period 2: 07/01/2022 to 07/31/2022 Option Period 3: 08/01/2022 to 8/31/2022 4. Authority and supporting rationale. 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Rationale: The current HSEN Program (Architecture, Engineering, Engineering Operations, and the EOC) also consists of NOC analysts and Engineering and Architecture analysts enabling connectivity and information sharing among DHS Headquarters, Components, and mission operators. Any lapse in contractual coverage for the HSEN Enterprise Architecture and Engineering Services could result in a serious loss of support for the HSEN operation, which is critical to the DHS mission. Network Service Requests from all DHS Components are facilitated by the contractor project managers, enabling network upgrades and changes that support front line mission operations by all DHS Components. HSEN is the program that is responsible for ensuring the DHS Information System Network is complying and operating within the Federal Information Security Management Act (FISMA), security, and Government regulations of an information system. Without this support, the Department of Homeland Security would be unable to operate its Information System Network as it would not meet mandated federal policies. The Government is currently in the process of soliciting a new competitive procurement; however, it is projected to be awarded in May 2022. In the interim, the Government requires continuation of the services until completion of the new competitive acquisition and to allow for sufficient transition time for a successor contractor. A new interim task order for ongoing services is required for a three (3) month base period with three (3) one-month option periods. Currently, the required architecture and engineering services are being provided by BayFirst Solutions via the General Services Administration (GSA) Multiple Award Schedule (MAS) contract GS-35F-0589N, Task Order 70RTAC20FR0000117. Task order 70RTAC20FR0000117 was issued as an interim task order. The period of performance consisted of a base period of six (6) months with two (2) 3-month option periods, starting August 10, 2020 and ending August 9, 2021.
