Operations are conducted under the authority of the Sector Commander, U.S. Coast Guard Sector New Orleans, in the capacity as the pre-designated FOSC under the Oil Pollution Act of 1990, Clean Water Act of 1972, and the National Contingency Plan (NCP) 40 CFR 300. Operations include: Off-shore at sea collection and transfer of hydrocarbon fluids every 28-40 days (on average and weather dependent); Ship to shore transfer of hydrocarbon fluids and de-mobilization of equipment & crew; Decanting; Shore side tank transfer to reception facility via truck; Annual inspection and maintenance of system conducted in the spring; And, system modifications as needed to mitigate the impacts of sub-surface currents, marine debris and sediment build-up on hydrocarbon collection and containment operations.
