Responsibilities: As the National Security Cyber Division Director in the DHS Office of the Chief Information Officer (OCIO) Chief Information Security Officer Directorate (CISOD), you will support the office's efforts in the management and oversight of a balanced, robust and secure National Security Systems (NSS) environment through Department-wide governance, risk management, assessment and compliance monitoring. This includes the oversight of the correct implementation of Public Key Infrastructure (PKI) Policy through the PKI Management Authority functions and Communications Security (COMSEC) Electronic Key Management Systems (EKMS) Central Office of Record (COR) ensuring the proper provisioning of electronic keying of NSA encryption devices throughout the Department. As a DHS Cybersecurity Service Employee in the Leadership Track, at the Senior Cybersecurity Manager level, you will continually and proactively participate in learning activities to enhance and apply your technical and leadership expertise in Risk Management and Compliance to oversee multiple DHS Federal cybersecurity programs, organizations, employees and contract resources to manage a range of unusually difficult tasks, including: Overseeing and/or leading the evaluation, assessment, and authorization processes necessary to ensure that existing and new information technology systems meet the Department's National Security Systems cybersecurity and risk requirements, providing decision makers with the knowledge to make well-informed risk decisions. Provide governance over Department's Classified Networks. Designing, implementing, and maintaining a Cybersecurity Assessments Program to include necessary evaluation, assessment frameworks, processes and policies. Providing management oversight of the Communications Security direction, oversight and products to ensure encrypted Cybersecurity interoperability for DHS and its components using cryptographic assets assigned within the Department. Leading multiple teams, programs, organizations and employees in determining adverse impacts or consequences to DHS and customizing communications for different levels of leadership and target audiences to present strategic recommendations for driving investments and operational decisions for managing risk to DHS mission, function, image, reputation, assets, individuals, and/or organizations. Assisting DHS leadership in making strategy or policy decisions for determining adverse impacts or consequences to the organization to guide and inform subsequent risk management processes and tasks. Actively engaging with stakeholders within or across multiple organizations to identify, select, tailor, implement, document, and assess the security and privacy controls necessary to protect a system and/or the organization commensurate with the risk to organizational operations and assets. Managing and supervising organizational efforts to ensure appropriate treatment of risk, compliance, and assurance from internal and external perspectives, reporting on the security state of National Security Systems (NSS) to appropriate organizational stakeholders. Overseeing, preparing and/or organizing complex and collaborative efforts for monitoring and maintaining ongoing situational awareness about the security and privacy posture of systems and/or the organization in support of risk management decisions. Collaborating with internal and external DHS stakeholders and/or National experts in risk management and compliance. Authorizing system operation based upon a determination of the risk to organizational operations and assets.
