You will serve as Chief, Strategic Planning and Applications Office and will manage the functional development, design, acquisition, implementation and ongoing operations of the Coast Guard's (CG) civilian human resources (HR) suite of systems (personnel/payroll, time and attendance, staffing, personnel recordkeeping, and case management) throughout the Coast Guard through a subordinate staff. Your responsibilities will also include representing the organization’s HR systems in Department-level steering committees, developing, revising and/or reviewing current business processes, and providing leadership for automation strategies and policies that improve the effectiveness and efficiency of the HR line of business. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Designing, formulating, and directing the operation and maintenance of all systems supporting the federal HR line of business; managing requirements for new systems and enhancements to existing systems including project planning (implementation), process documentation, and change management; and assessing business processes, future skill needs, and developing plans to mitigate skill gaps. Managing the creation and execution of contracts for resources and HRIT systems; supporting the development, tracking and execution of CG-12’s budget. Assuring successful implementation of the goals and objectives for HR programs by monitoring and evaluating the progress of the organization toward meeting intended goals; identifying major activities and milestones for HR development and operation and overseeing their implementation and execution. Managing component-wide Civilian HR Systems suite, providing oversight and supporting current HR operating systems, i.e., Web-based Time and Attendance, Monster Enterprise Hiring Management, National Finance Center system suite (Mainframe Payroll and Personnel System, EmpowHR, EPIC Web, Web SPPS, Reporting Center, My Employee Personal Page), Electronic Official Personnel Folder, and Federal HR Case Management. Serving as the CG's HR focal point regarding the HR project for external exchange of information, bench marking activities and sharing lessons learned with other Federal agencies and commercial organizations that are also implementing automated systems. Briefing and providing recommendations to senior management on continuing improvements to Information Technology (IT), IT capital planning, control, and development to assure optimal decisions on technology investments and the efficient and effective design and operation of HRIT to accomplish strategic goals.
