The Director of Technology Partnerships Office (TPO) is responsible for overseeing NIST's internal and inter-agency technology transfer activities through NIST's Office of Research and Technology Applications (known as TPO), which include working with patent counsel in preparing patent applications, negotiating licensing agreements, chairing inter-agency working groups on technology transfer and Bayh-Dole policies, reporting on federal technology transfer performance, serving as the fiduciary agent for the Federal Lab Consortium, promulgating regulations under the Bayh-Dole legislation, and other related statutory responsibilities. Additionally, the incumbent performs the following activities: Leads internal education and training programs for NIST staff for effective technology transfer. Manages the NIST Patent portfolio and licensing of patents. Oversees the negotiation of collaborative and research related agreements, e.g., Confidential Disclosure Agreements, CRADAs, research collaborations, material and data transfer agreements, other transactions authorities' agreements. Provides guidance on best practices in technology development and commercialization from universities, private companies, and federal organizations. Serves as a liaison with public and private organizations in regional innovation ecosystems, including business incubators and accelerators, research parks, state, and local economic development programs, with a focus on Maryland/Greater Washington and Boulder/Colorado where the NIST labs are located. Monitors trends in technology development and commercialization at the national and international level. Tracks federal legislation that affects NISTs responsibilities in innovation. Serves as the primary technical advisor to the ADIIS concerning new innovations and trends in NIST Research and Development (R&D) activities. Provides technical advice on commercialization potential of NIST R&D activities. Recommends policies and procedures to improve commercialization of NIST intellectual property.
