Duties: The Platform Infrastructure and Acquisition Division (PIAD) Director is responsible for the oversight and management of aircraft, marine vessels, and facility acquisitions for OMAO and NOAA. Specifically, the incumbent is responsible for: Serve as the key senior official in NOAA with responsibility for planning and executing all ship and aircraft acquisitions. The incumbent is accountable to the Under Secretary of Commerce for Oceans and Atmosphere and to NOAA OMAO senior management for the PIAD portfolio of acquisitions. Maintains currency with Office of Management and Budget, DOC, NOAA, and OMAO publications and rules related to major platform acquisition planning and management. Directs the financial, programmatic, technical, contractual oversight, and performance metrics of fleet acquisition for OMAO. Direct all PIAD management functions, organize the PIAD, and centrally control the distribution of all funds appropriated for or transferred to the PIAD. Define and direct research, development, and engineering activities needed to support the mission of PIAD, and determine the potential impact upon system resources of accommodating new technologies. Direct PIAD systems engineering activities, which provide system-level coordination of PIAD engineering, architecture, and integration activities, technical and cost feasibility analysis of user requirements, and documentation to support milestone decision activities. Coordinate decisions on PIAD matters that affect DOC and other federal partners to ensure coordination, and resolution of all major decisions. Participate in interagency processes requiring the highest level of acquisition, technical and managerial competence. Ensure development and negotiation of interagency agreements and that conditions are compatible with PIAD goals and objectives. Developing and administering OMAO's facility capital investment planning and analyses. Leading and directing programs in real property lease acquisition, facility construction, and repair, logistics and support services. Determining the strategic planning for business process re-engineering/modernization initiatives; setting priorities for current and future initiatives; allocating resources; and, providing direct oversight of various complex and sensitive PIAD initiatives.
