The strategy and solutions will need to align with the Office of the Chief Information Officer (OCIO) Strategic Plan and Technical Statement of Direction, which includes reducing the on-premises physical footprint and leverage cloud services to the extent possible. Where possible, look for opportunities to improve service delivery to include migrating from Infrastructure-as-a-Service (IaaS) to either Platform as a Service (PaaS) or Software as a Service (SaaS). The OCIO is also looking for an industry partner that fully understands, possess the level of expertise, and can help the OCIO move toward a level 5 Capability Maturity Model (CMM). The industry partner should identify what if any CMMI level they are currently appraised at. OCIO is seeking industry partners that have the knowledge, skills, and awareness of government policies and initiatives, and to perform at a quality level when faced with quick delivery in support of initiatives that have high visibility. The purpose of this Commerce Acquisition for Transformational Technology Services (CATTS) task order is to provide service-oriented Information Technology (IT) support to the Department of Commerce (DOC) Office of the Secretary (OS), and three other Bureaus (BU), including Economic Development Administration (EDA), Minority Business Development Administration (MBDA), and Bureau of Industry and Security (BIS). This task order may be used to consolidate similar DOC services into centrally managed services in future requirements. The Contractor shall provide an integrated, manageable, scalable, and flexible solution that meets the core support services and that maximizes the use of commercially available provisioned service solutions such that the purchase of new infrastructure uniquely for the CATTS task order is minimized. The Contractor shall provide services based on the Enterprise Core Services listed below such that the Government can benefit from the existing services and the economies of scale. The Contractor shall present a solution that easily provides for evolution of services and that provides a proactive approach to ensuring service evolution and innovation occurs.
