Notice ID: DEC-23-0007 Description The Census Bureau is the Nation’s primary source of statistics for the U.S. population, housing, and economy. These measures assist the Congress, the Executive branch of the Federal Government, state and local governments, the public, and the private sector in the development and evaluation of social and economic activities. The DITD is seeking contractor support to provide immediate support in the execution of technology engineering management, business integration, planning, scheduling, architecture, and engineering efforts. This includes the establishment of business integration analysis, strategy, plans, roadmap, cost estimates, systems engineering, technology research and proofs of concept initiatives. These activities will lead to a GSP IT logical and physical solution architecture which will guide work through the 2030 Census program lifecycle and foster a skillfully integrated, efficient, scalable, cloud-native and secure GSP IT solution that meets both the GSP and decennial program requirements. Decennial program budget, planning, requirements, development, and testing will evolve over the course of the decade based upon administrations, appropriations, and executive priorities, as well as the results of research and testing activities. With this evolution in mind, the planning, cost and architecture work supported by this contract is critical for establishing the planning, architecture and engineering for an IT solution that aligns the DITD with the 2030 Census program lifecycle and the Geographic Support program. OBJECTIVE The primary objectives of this procurement are to: • Develop a business integration, strategy, roadmap, schedule, risks, cost estimates, total cost of ownership for the modernization of the GSP IT solution including migration to the cloud and migration to open-source products. • Conduct research, analyses of alternatives, proofs of concept that foster data-driven decisions. • Develop a logical and physical architecture of the GSP IT solution that meets the DITD’s objective of a cost-effective, technically achievable, secure, risk averse, cloud-native IT solution. • Develop a logical and physical architecture of the GSP IT solution that meets the business requirements of the GSP and the decennial census program and that supports the lifecycle of the 2030 Census program. • Develop a cost model and a cost estimate that addresses the Development, Modernization, and Enhancement (DME) effort needed to achieve development, testing and integration of the logical and physical architecture and a total cost of ownership of its ongoing operations and maintenance.
