Updated April 20, 2022 Notice ID 140R8122Q0125 “Background Payment of energy invoices is often a low priority collateral duty for energy clerks across the bureau. In early FY21, Accounts Payable Team (AP) explored centralizing utility payments. Through ongoing collaboration with another Federal bureau, we found that bureau centralized their utility payments and implemented an electronic efficiency that saves time and money. They entered into a contract with a third party to automate the payment process and to provide detailed energy reporting. As a result, that bureau’s energy reporting is vastly improved, utility payments are paid timely, energy data is entered into the accounting system correctly and redundancy is eliminated. Issuance of several Acts and Executive Orders resulted in significantly increased interest in Energy Management and Sustainability. Reclamation is seeking data visualization, dashboarding and performance metrics derived from commercial utility invoices. We anticipate continued and increased interest and reporting requirements for our Energy Management data. Scope The base award for this contract shall be for setup and creation of a Reclamation comprehensive database with data visualization, dashboarding capabilities, entry of energy data for the entire fiscal year 2023 and centralized monthly receipt of approximately 450 utility invoices for all Reclamation locations. Invoices will be audited for accuracy and entered into a file that will be submitted to Reclamation AP daily for upload into Reclamation’s accounting system. Copies of invoices will be maintained in a repository by the Contractor.
