Notice ID: DOIDFBO230002 "PURPOSE: The purpose of this Performance Work Statement (PWS) is to provide organizational change management (OCM) services in support of the Indian Health Service (IHS) Health Information Technology (IT) Modernization Program (the Program). The application of OCM methodologies and techniques to plan for, adapt to, and integrate change is an essential component of enabling an effective transition to and adoption of the desired future state. The OCM activities will support the “people” side of change brought about by new technology, processes, and practices to facilitate solution adoption and value realization. People are more likely to adapt to change when they understand the intended future state, the rationale behind it, and are prepared for the transition." "The IHS’s approach to achieve health IT modernization includes awarding three separate contracts to seamlessly support the Program: Electronic Health Record solution: A single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be issued for a broad range of products and services relating to modernization of the IHS health IT infrastructure. These will include such things as the applications supporting IHS healthcare business processes (EHR, ancillary services, billing, etc.), the database and hosting architecture for these products, system integration and interfacing, configuration, training, implementation, and operational management and support. Program Management Office support: The PMO contract will enable contractor-provided program management services in support of the broader Program. The government-led IHS PMO will manage the broader initiative and coordination between the electronic health record implementation Health IT solution vendor, the PMO contractor, the OCM contractor, and all other awards for other services including, but not limited to, infrastructure migration and data migration. Organizational Change Management support: The OCM contract will enable the procurement of organizational change management services to secure and sustain IHS’s commitment to health IT modernization. IHS seeks to pursue health IT modernization via an organizational change management approach that reflects the cultural and healthcare practice norms of the AI/AN communities.
