Responsibilities: In coordination and collaboration with the Enterprise Infrastructure and Engineering Director, will be a decision maker in selecting the appropriate technical architecture used by information systems. Works with all related parties (management, end users, requirements analysts, project managers) to determine the objectives and constraints of each information technology project. Defines information technology solutions at a high level to facilitate development of detailed technical architectures. Oversees the design deployment of all commercial off-the-shelf software project implemented within the OJP Architecture. Leads the analysis of OJP's mission, business processes, strategic goals, and agency programs to develop and maintain the Information Technology Architecture for the agency. Formulates strategic information technology plans, proposals for evolving existing information technology solutions or acquiring new solutions, and transition plans for implementation. Establishes technical standards to guide and constrain information technology solutions and revises those standards in concert with emerging or maturing technologies. Serves as an OJP expert on oversight of programs with precedent-setting issues. Formulates long-range policies and develops and implements strategies and management guidelines for complex and changing information technology systems. Provides high level technical advice and counsel to top management and other key officials on matters relating to new or modified basic policies and programs that affect or relate to current and existing functions and programs. Participates on DOJ/OJP, Federal, and non-governmental committees relative to equipment and system software policy and technology planning. Presents policy project status briefings and recommendations concerning long-range IT plans to top levels of management. Coordinates and directs groups or participates on OJP and interagency project groups involved with issues relating to equipment, and system software policy and technology planning. Presents briefings on IT policy initiatives and project status, standards developed and solutions to critical issues and recommendations concerning long-range IT plans to top levels of management and special interest groups. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated.
