RFQ ID: RFQ1605991 Set-Aside Type: N/A MAS Category/SIN: MAS:541611 Description The mission of the Office for Victims of Crime (OVC) is to enhance the Nation's capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime. Through training and technical assistance (TTA), OVC works to enhance the field's services to victims by providing timely, expert, coordinated, and data-driven responses. OVC uses TTA to develop, enhance, and sustain quality services to crime victims through the delivery of TTA that addresses current and emerging issues in the victim services field. This is done through a variety of targeted TTA efforts aligned with specific grant programs or initiatives; targeted TTA projects such as the OVC Center for VOCA Administrators, the Tribal Financial Management Center, and the Human Trafficking Capacity Building Center; and through training and technical assistance offered through OVC's Training and Technical Assistance Center (TTAC). OVC supports these efforts through a combination of contracts and cooperative agreements. OVC seeks a Contractor with extensive knowledge, experience, and specialized abilities to operate OVC-TAC to coordinate, manage, and enhance OVC TTA. To achieve this, the Contractor shall successfully perform the work outlined in this SOW and demonstrate an understanding for OVC priorities, the needs of the field, and OVC's collective TTA efforts. The Contractor must demonstrate: an ability to build effective relationships among diverse TTA providers; experience working with diverse organizations to enhance communication and collaboration; and the technical skills necessary to support the tasks described below. The Contractor shall serve as the hub for information on TTA offered by OVC, work with OVC to reduce duplication of TTA, and maximize the reach of OVC's cadre of TTA providers and streamline the field's access to TTA.
