Solicitation: 1625-OTS-20-NAT-0294 Contract Award Number: DOL-BLS-14-A-0003 Task/Delivery Order Number: 1625DC-19-F-0071 “The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE) proposes to modify Blanket Purchase Agreement (BPA) Call 1625DC-19-F-0071 (Task Order 5) to add a new task pursuant to FAR 8.405-6(a), Limiting Sources. “DOL intends to limit the number of sources solicited pursuant to FAR 8.405-6(a) to modify Task Order 5 to add Task 5 – Survey of Occupational Injuries and Illnesses (SOII) Integration Development, Modernization and Enhancement (DME). Task Order 5 was awarded to INDUS Secure Network Solutions, LLC to provide Information Technology support services for Application Development Support for the BLS Office of Compensation and Working Conditions (OCWC). The scope of Task Order 5 includes performing the following IT services: Application Development, Database Design and Management, Requirement Analysis, Software Design, Testing, Documentation, and Production Support and Maintenance…” “The work that is being added under Task 5 covers the development of a new web-based system that will integrate all SOII processes: Sampling, Data Collection, Estimation, and Data Dissemination. Currently these four phases are conducted in separate systems: SOII Universe Refinement Process Allocation Sampling System (SURPASS), SOII Survey System (S3Web), and Case and Demographics System (C&D). The SOII Integration project will modernize and integrate these separate SOII systems into one cohesive, Web-based system. While there are several objectives for the SOII Integration development project, the main objective is to replace two legacy estimation systems with modernized technology to avoid web browser compatibility issues. One of the estimation systems has been in production for approximately 23 years and the other for approximately 17 years. Another main objective is to introduce a new estimation product for SOII-multiyear estimates. The Agile Scrum Software Development Methodology will be used to develop the new SOII integrated system. The work described above is directly tied to and a natural follow-on to work that is already being performed on the Task Order, specifically under Task 2 – Maintain OCWC Web-based Applications (Maintenance). Current support provided under Task 2 includes the maintenance of the same systems (SURPASS, S3Web, and C&D) that will be modernized and integrated into one system as part of this new SOII Integration project under Task 5.
