Effective partnership is pivotal to maximize resources and to align services with career pathways and sector strategies. This provides a framework for weaving together adult education, job training, and postsecondary education services to address businesses’ workforce needs, and reorients existing education and workforce services, from a myriad of different programs toward one “seamless” system focused on individuals’ postsecondary and economic success. As part of that effort, AJCs are required to leverage resources from the WIOA core programs as well as other program and partner resources to promote systems integration.” “ETA is seeking cutting-edge, nationally-recognized technical assistance approaches and materials to support the public workforce development system in implementing an integrated service delivery approach AND utilizing experimental/quasi-experimental research methodologies to assist ETA in developing, delivering and evaluating technical assistance to its programs, grantees, and operators. These technical assistance strategies should include: unique workforce system subject matter and programmatic expertise from leading practitioners and researchers designed to enhance cross-agency collaboration/partnerships spanning relevant local, state and federal governments and agencies; work related to or supporting one or more employment and training programs administered by ETA including apprenticeships, which may include but are not limited to formula and discretionary programs administered under WIOA, as well as other discretionary employment and training programs; development and delivery of new and/or improved technical assistance approaches and materials, supported by evidence-based practices, specific expertise, and analytical techniques designed to measure and improve the performance of workforce development system specialists that result in improvements in workforce investment system activities and outcomes.
