Notice ID: 19AQMM-RFI-SAFE-2023 Description In order to satisfy federal requirements, the Department of State (DOS) acquired Commercial Off-the-Shelf (COTS) emergency notification and accountability software system named SAFE and associated maintenance and support services necessary for generating, sending, and tracking actual/simulated emergency notifications via voice and data services to include emails, texts, landlines, radio to 184,000 users' worldwide at all of DOS's 298 domestic sites and 224 overseas locations. This cloud-hosted emergency notification system is initiated in case of natural disasters, immediate hostile forces at DOS sites to include terrorism, violence of any kind, local hazards (coup, disease outbreaks), regional hazards in nearby cities and host country infrastructure failures. OBJECTIVE The objective of this Contract is to renew licenses and acquire maintenance and support services for the continued use of the Department’s enterprise ENA software. Specific objectives include: Managing the deployed ENA cloud-based software system. Improve posts’ and sites’ ability to collect, standardize, and track emergency contact data from United States Direct Hire (USDH) staff, family members, and other eligible individuals. Enhance and standardize the enterprise-wide system for distributing emergency notification messages to individuals via multiple-modality means (e.g. email, smart phone application, desktop application, landlines, texts, web app, radios, etc.) and supplement existing Emergency & Evacuation (E&E) radio, telephone tree, and residential warden processes. Ensure a robust, redundant method for distributing messages in diverse domestic and international infrastructure environments. Facilitate the tracking of accountability at the post/site level during a domestic or overseas emergency. Reduce cybersecurity vulnerabilities by maintaining a standard solution that adheres to department standards and governance. Integration of multiple data feeds that adhere to the Master Reference Database requirements to standardize data collection and accountability. SCOPE The scope of this contract is for the acquisition of licenses and maintenance and support services for the Department’s enterprise ENA system. During the course of this effort, the Contractor shall be tasked to share and convey operational skills to Government personnel and other support contractors to ensure that there is a functional understanding of the process, to provide continuity of the effort, and to thereby generally improving the Government workforce efficiency effort. The purpose of this initiative is to provide all domestic sites and overseas posts with access to a single vehicle for procuring licenses and maintenance and support services for SAFE. The acquisition shall conform with the official policy and business requirements approved by Department leadership. Please refer to Attachment 3 and Attachment 4 for the full text of the policy and requirements. The acquisition will allow users to access the ENA software system which is needed to collect data, track accountability, and transmit/distribute mass emergency notifications to those individuals identified as United States Direct Hire employees, contractors, eligible family members/dependents, and locally employed staff members during an emergency situation. The software system is accessible via the Department’s intranet but is also available to individuals who lack intranet access (i.e., family members, employees of other government agencies, etc.).
