This RFQ is prepared and solicited in accordance with procedures contained within FAR 8.405 Ordering procedures for Federal Supply Schedules under GSA MAS 541611 - Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services. All quotations must be prepared pursuant to the quoter's GSA MAS Contract, and the requirements of this RFQ. Quotations submitted must be valid for a period of no less than 120 days from the closing date of the RFQ. This is a non-personal services contract to provide the Office of the Secretary of Transportation (OST) Build America Bureau (Bureau) with "Build America Bureau Operating Model, Governance, and Process Assessment; Future-State Design; and Documentation". The Government will not exercise any supervision or control over the subcontractors or other entities with which the Contractor engages to perform the services herein. Such service providers must be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Performance Work Statement (PWS). The Contractor must perform to the standards herein. DOT is seeking Contractor support to: Understand the effectiveness and efficiency of the Bureau's current-state operating model, governance structure, and implementation processes, including use of data and technology. Identify organizational challenges and opportunities for the Bureau's future, given results of the assessment to fulfill paragraph 3a above. Design future-state governance, roles and responsibilities, processes, and systems to optimize the Bureau's organizational performance and efficiency. Build a project management plan and step-by-step roadmap of priority projects to achieve the desired future-state, mitigate internal challenges, leverage opportunities, increase effectiveness, improve efficiency, and enhance customer and employee experience. Document, and create as needed, policies, roles and responsibilities, processes, and journey maps for mission critical Bureau functions, activities, decision gates, and milestones. Through this project, the Bureau seeks answers to questions, such as: What is the Bureau operating model (people, process, and technology) to deliver mission tasks and activities? How does the Bureau operating model drive decision making, leadership and employee roles and responsibilities, and standard operating procedures? How do employees collaborate across the Bureau? What DOT entities fulfill mission support functions for the Bureau's work? What are the advantages and disadvantages to the Bureau of these support arrangements? Is the operating model adequately resilient to internal and external risks and scalable to accommodate changes in Bureau authority, increased diversity of asset classes and customers, and fluctuations in market demand? What changes to the Bureau's operating model (people, process, and technology) would improve its long-term efficiency and effectiveness? To implement operating model improvements, how could the Bureau sequence and execute priority people, process, and technology projects for efficient use of resources, alignment among projects, and minimum disruption for staff and customers?
