RFQ ID: RFQ1643151 Set-Aside Type: N/A MAS Category/SIN: MAS: 54151S Description: The analytical and data collection support services will involve data analysis, data extrapolation, population, report development to include professional-level graphs and charts of data submitted by pipeline operators on PHMSA PHP's annual reports, incident/accident reports, safety-related condition reports, and National Registry notification forms. The analytical and data collection support will also involve producing data files for the annual pipeline safety user fee assessment process for PHMSA's Budget & Finance Division to facilitate the review and emailing of user fee invoices to pipeline operators. The analytical and data collection support will also include the identification and resolution of data quality issues by developing repeatable data quality processes to reinforce the integrity of PHMSA's data collection efforts as well as utilizing PHMSA PHP's data management policies for the various PHMSA PHP datasets and data collection efforts. The analytical and data collection support services will involve the identification of system bugs and documenting findings in PHMSA's bug tracking software JIRA. Documenting bugs and/or data issues in PHP's datasets will also involve developing solutions to address the data issues identified. The team will participate in user acceptance testing (UAT) to address bug fixes due to form changes and development efforts to ensure the accuracy of the user interface (UI) in comparison to business rules established for the forms. The analytical and data collection support services will involve creating and maintaining database views to facilitate the development of analytical products to address evolving data needs of PHMSA PHP as well as to provide a streamlined approach to conducting quality assurance efforts of PHMSA datasets. The analytical and data collection support will involve several systems and direct access to the backend environment of the government's databases. These databases include, but may not be limited to, the following: - PHMSA Portal/Operator Management System (OMS)/Work Management System (WMS); - Online Data Entry System ODES 2.0; - Drug and Alcohol Management Information System (DAMIS); - Pipeline Asset Manager (PAM); - Failure Investigation Module (FIM); - Pipeline Inspection, Investigation, Program Support, & Enforcement (PIIE); and - PHMSA Data Mart (PDM) Analytical and data collection support services will also include documenting the various processes related to data collection and population and the various mechanisms created to execute analytical procedures. The analytical and data collection support may include preparing hard copy reports, graphical presentations, detailed statistical summaries, ad-hoc reports, fact sheets, user acceptance testing for applicable applications, test cases, end-user guides and/or training materials, customer support to pipeline operators, website statistics updates, managing the PHMSA PHP operator hotline and user fee phone line, and other similar tasks as directed by the Contracting Officer's Representative (COR) consistent with the SOW.
