Notice ID 693JJ923RQ000038 Contract Award Date: Mar 30, 2023 Contract Award Number: 693JJ923RQ000038 Justification for Other Than Full and Open Competition Proposed Request for Proposal (RFP) No. 693JJ922RQ000211 with the National HIghway Safety Administration (NTSA) and Fidelity National Information Services Inc. (FIS) for "Hosting Support Services for the Problem Driver Pointer System (PDPS)". Description: Provide a hosting environment, hosting services and technical support for the National Driver Register’s (NDR) Problem Driver Pointer System (PDPS) application. The Contractor will work with NDR and its stakeholders in migrating the PDPS application and database from its current hosting environment to a DOT/NHTSA-approved hosting environment. The Contractor is responsible for disposition after the completion of the migration and to continue to maintain the current infrastructure to ensure PDPS runs successfully for a duration determined by NHTSA. Identification of the Statutory Authority Permitting Other Than Full and Open Competition: The Statutory authority for the proposed contract with the FIS is 41 U.S.C. 3304(a)(1), as implemented by FAR part 6.302-1 "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements", in which FAR part 6.302-1(a)(2) states that an executive agency may use procedures other than competitive procedures only --- "When the supplies or services required by the agency are available from only one responsible source...and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for."
