Notice ID 68HERC22Q0096 1.4 Scope of Work The Office of Enterprise Information Programs (OEIP) requires Contractor support of the management, oversight, and execution of OMS’ and OEIP’s core information management, program implementation, program management, and digital transformation goals and needs. Current priorities include the continued implementation and management of the CUI Program, and the integration of Confidential Business Information (CBI) support services, and the integration of Section 508 accessibility and conformance support. The contractor shall support OMS and OEIP with the proper collection, use, release, and management of EPA information within OMS’ and OEIP’s portfolio of programs, projects, and initiatives such as but not limited to the Paperwork Reduction Act (PRA), dockets, records management, Controlled Unclassified Information (CUI), Electronic Discovery (eDiscovery), National Library Network, Freedom of Information Act (FOIA), and Section 508 of the Rehabilitation Act. The contractor shall provide services to support five (5) main task areas to meet OMS’ and OEIP’s CUI, CBI, and other information management program support needs. Task Area A – Program Management Support Task Area B – Program Implementation Support Task Area C – Training and Communications Support Task Area D – Directives and Customer Engagement Support Task Area E – Digital Transformation and Integration Support Non-Personal Services. The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy, decision making or management nature, i.e. inherently Government functions. All decisions relative to programs supported by the Contactor shall be the sole responsibility of the Government. 1.5 Period of Performance This BPA will have a five-year ordering period from the date of award.
