The Digital Strategy Director reports to the Chief Information Officer (CIO) and is responsible for defining and leading the digital strategy of the Library of Congress, and additional information technology (IT) support responsibilities. This position is located in the Digital Strategy Directorate, Office of the Chief Information Officer. The position description number for this position is 367321. The salary range indicated reflects the locality pay adjustments for the Washington, D.C. Metropolitan area. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Appointee must be able to obtain and maintain a Top-Secret Clearance. Duties The Digital Strategy Director reports to the Chief Information Officer (CIO) and is responsible for defining and leading the digital strategy of the Library of Congress, and additional information technology (IT) support responsibilities. The Digital Strategy Director collaborates across all Service Units of the Library in developing the agency's digital strategy, leading the Library's implementation, reporting on progress, risk, and value to the Library, and educating all stakeholders on the opportunities presented to the Library by digital technologies. The incumbent applies their knowledge of digital capabilities and technologies, as well as the Library mission, operations, and culture, to define and implement the Library's Digital Strategy. The incumbent is a senior IT leader, able to conceptualize the application of digital solutions to Library strategic, financial, operational, and technical challenges. The incumbent is also an implementer, able to work collaboratively with stakeholders, technologists, and project teams to effectively and accurately plan, implement, and deliver digital strategy initiatives to the Library. The incumbent works with the CIO to effectively define, integrate, manage, report, and deliver the value of digital strategies at the Library. The incumbent engages with all Service Units to leverage digital capabilities and technologies to further the mission of the Library. Envisions and leads the development and implementation of the Library's Digital Strategy framework. Works with Library executive leadership, OCIO, and stakeholders from all Service Units to collaboratively define the goals, timeline, and constraints of the Library's Digital Strategy. Identifies, characterizes, quantifies, and prioritizes potential sources of strategic, financial, operational, or technical value that are presented to the Library by Digital Initiatives. Develops P1e Library's Digital Roadmap - a high level, multi-year implementation plan for the Library's Digital Strategy.
