Responsibilities: Serves as a member of the division leadership team, participating in strategic planning for the organization and effectively communicating TIP policies and plans across the Division. Serves as the Division’s chief administrative liaison with other organizations within the agency, with other federal agencies, and with the scientific community. Focuses on the alignment of Division operations (e.g., financial, human resources, contracting, program support, management analysis) with program objectives... Identifies requirements and develops and implements effective, efficient business processes including policies, workflow, and standard operating procedures for assigned projects. Coordinates and administers Division’s human resource program and establishes and implements internal oversight and evaluation policies. Collaborates with human resources specialists in finding solutions to management problems; Initiates and/or reviews confidential recommendations and supporting documentation for personnel actions. Oversees and coordinates the preparation and analysis of the Office of Management and Budget (OMB) and Congressional budgets... Provides management and oversight of all divisional financial resource management activities.
