Notice ID: 73351023Q0307 Description The objective of this work is to utilize digital service techniques to identify and solve a core user need through the development and release to end users of a new NWBC.gov WordPress Theme. This SOO is predicated on the fact that U.S. Small Business Administration (SBA) stakeholders understand User Experience (UX), design thinking, and/or agile software development. For example, job responsibilities within the SBA have been redefined according to agile and/or human-centered design roles, and stakeholders are comfortable enough with modern technology concepts and are ready to start delivery of a WordPress Theme to production. To achieve this goal, quality partners must be able to establish and execute a framework for user centered design, usability research, and agile implementation. OUTPUTS The resulting contract will be considered successful when the following outputs are delivered: • Identification of product vision, hypothesis building and testing, user research, and success metrics • Manage and organize the site structure (site map) for NWBC.gov • Build and launch of a WordPress Theme into production, and usability research with end users to determine whether success was met • Determination and documentation of what is necessary to implement the WordPress Theme in production, if successful, or a plan to pivot to a different solution if unsuccessful PROBLEM STATEMENT The existing NWBC.gov site is outdated and currently not 508 compliant. In addition, the WordPress Theme is old and using Colibri WP v1.0.88, difficult to use on the frontend, and difficult to modify on the backend.
