“The Chief Technology Officer (CTO) is the agency's lead executive responsible for providing technical vision and guidance to the Social Security Administration's (SSA) Commissioner and Deputy Commissioner for Systems (DCS)/Chief Information Officer (CIO). In collaboration with agency leadership, the CTO provides executive leadership by introducing new technologies, strategies, and ideas for applications throughout SSA and its infrastructure.  The CTO stimulates the use of innovative and agile IT solutions by shaping strategic objectives during the program planning and resource acquisition and allocation processes. The incumbent participates in the systems planning process, producing supporting plans that fully align with the Agency Strategic Plan, and works with other agency strategic leaders and across government to challenge conventional approaches and develop new methods and systems for delivering value-added benefits. They advocate for innovative uses of technology to ensure the implementation of sound capital and investment planning and to facilitate management's access to needed resources.
