"This position is located in the Bureau of Consular Affairs, Office of Consular Systems and Technology (CA/CST). The person selected for this position will serve as the Chief Information Officer (CIO). The CIO provides executive leadership for the oversight, direction, planning, and management of all CA systems technology development, implementation of related Administration and Congressional mandates, interagency technical coordination, and establishing related policy. Duties In this role, the incumbent oversees a comprehensive IT program that encompasses the entire system’s development lifecycle process. Additional executive level duties and functions include the following: Develops policy and leads the execution of program management for CA information systems. Direct responsibility for overseeing processes that relate specifically to directives levied on federal agencies by the Office of Management and Budget (OMB) that are directly linked to the Department's enterprise architecture and capital planning investment control for consular systems worldwide. Conducts reviews of major consular program areas to synthesize an improved and more secure method of conducting consular business through information technology to include conducting an ongoing program of technology assessment and infusing new technology into consular operations, as appropriate. Leads the development, coordination, and implementation of comprehensive long-range strategic plans to ensure that CA/CST remains a reliable and nimble operation. This includes evaluating effectiveness, economy, and customer service, and developing methods for continual improvement to include making major decisions on what programs and projects will be initiated or curtailed, the amount of resources to be devoted to a particular program, and changes to be made to existing programs.
