The Department of Technology Services provides a wide range of enterprise-class systems, infrastructure, and data services supporting the operations of the courts. The DTS operational portfolio includes, but is not limited to, operating the judiciary's primary data centers and its wide-area network (including related services such as managed firewalls, video teleconferencing, and voice over IP telephony); providing cloud hosting; performing independent product testing; maintaining an enterprise support desk; and managing the Administrative Office of the US Courts' local area network, among other mission critical supporting services and technologies. The incumbent serves as the Chief Operating Officer (COO) within the Department of Technology Services (DTS) and performs many and varying assignments under the direction of the Chief information Officer (CIO) and Associate Director (AD), DTS. The incumbent is responsible for directing and managing these operational activities of DTS in accordance with judiciary policies as well as goals and objectives established by the CIO to achieve results. The high visibility and broad-reaching impact of this work requires the incumbent to have a mastery level of program management, strategic planning, and customer-focused service execution along with impeccable written and verbal communication skills. Primary duties include, but are not limited to, the following: Leadership and Supervision: Developing an overall DTS operational mission and strategy - along with short- and long-range operational goals that align with the judiciary's overall strategic direction - and promoting their ownership among all DTS staff levels. Developing and implementing short- and long-range operational plans that embody DTS's mission, values, and goals consistent with the overall DTS operational mission and strategy. Defining and leading a continuous quality improvement process throughout all operational program and service areas. Developing regular and ongoing opportunities for staff and customers alike to give feedback on DTS operations. Providing strong inspirational leadership and cultivating high-performing teams through recruitment, training, and retention strategies; timely performance evaluation; adequate management development; and succession planning for subordinate staff. Identifying and facilitating resolution of issues among various DTS operational entities. Process Improvement and Communications: Ensuring that technical day-to-day operations operate smoothly, effectively, and efficiently. Developing, establishing, and enforcing operating procedures and protocols consistent with DTS and judiciary policies. Overseeing the development, implementation and ongoing operation of a 24-hour operations center that serves as the central point for technical situational awareness and coordinates responses to service interruptions impacting IT operations throughout the judiciary.
