The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) is seeking a qualified Contractor to conduct a study of Supplemental Nutrition Assistance Program (SNAP) benefit redemption patterns in fiscal year (FY) 2022. Similar studies have been conducted on several occasions over the prior two decades. FNS seeks to compare FY 2022 redemption patterns to those most recently studied (FY 2017), while accounting for the impact of (1) the recent re-evaluation of the Thrifty Food Plan (TFP) used to determine annual SNAP benefit amounts and (2) additional funding made available due to the COVID-19 pandemic, both of which contributed to larger benefits received by households than has historically been furnished. An additional recent SNAP development that may affect benefit redemption trends is the program's introduction of online purchasing through approved participating retailers. Accordingly, the present study will also examine online purchasing patterns and the household characteristics of those redeeming a significant share of their benefits online.
