Updated September 11, 2020 Notice ID ACQ-20-2250 “In December 2013, the United States Patent and Trademark Office (USPTO) issued a multiple award Blanket Purchase Agreement (BPA) to Ambit Group, LLC, Addx Corporation, and HMS Technologies under GSA Schedule 70 (General Purpose Commercial IT Equipment, Software, and Services) for Portfolio/Program/Project and Business Management support services (P3). The BPA’s current period of performance ends on November 30, 2020. The BPA allows for performance of orders to continue up to one year beyond the period of performance end date. A re-compete effort is currently underway to award a new BPA, which is anticipated for Q4, FY20 (estimated September 22, 2020). Therefore, the potential protest window will extend into FY21. During the re-compete, there have been schedule delays associated with technical requirement changes to incorporate OCIO’s new ways of working and personnel turnover in key areas. Extending the existing BPAs and orders will allow sufficient time to compete and transition all existing tasks to the new contractor(s). The extension will also provide a buffer period that may be necessary in the event of a protest. The purpose of this Limited Source Justification is to document the rationale for a six (6) month extension of the three (3) BPAs and a three (3) month extension with a three (3) month option period for all six (6) orders under the BPAs. This consolidated justification accounts for a total of nine modifications, as outlined below: Ambit Group: BPA #DOC45PAPT1405200 (6-month extension) Order #1333BJ19F00004005 (3-month extension plus 3-month option – total increase of $1,491,904.56) Order #1333BJ19F00004019 (3-month extension plus 3-month option – total increase of $983,253.60) Addx Corporation: BPA #DOC45PAPT1405300 (6-month extension) Order #1333BJ19F00004006 (3-month extension plus 3-month option – total increase of $189,809.82) Order #1333BJ19F00004018 (3-month extension plus 3-month option – total increase of $2,092,831.92) HMS Technologies: BPA #DOC45PAPT1405200 (6-month extension) Order #1333BJ19F00004003 (3-month extension plus 3-month option – total increase of $2,462,793.60) Order #1333BJ19F00004022 (3-month extension plus 3-month option – total increase of $3,138,875.84) (Total estimated increase of $10,359,469.34 across all orders) The contemplated modifications will extend the end date of all orders by three (3) months, from November 30, 2020 to February 28, 2021. The modifications will also add a three (3) month option to all orders. Contractor resources are needed to carry out a structured, repeatable and consistent System Development Life Cycle (SDLC) and Project management methodologies. Incumbent contractors provide support across many OCIO offices in their integral role o providing high quality, flexible and cost effective IT products and services, enabling customers to achieve their defined missions to include, but not limited to the following OCIO functional areas: Program Administration Organization (PAO) Management, Workforce Management, Financial Management, Business/Requirement Analysis Support, Change Control Management, Records Management, Vendor Management, and Configuration Business Management. The total combined ceiling of the five-year BPA is $117M which allows for performance of orders up to one year beyond the period of performance end date, which currently is December 8, 2018.
