This funding opportunity is provided to carry out the provisions as described in Section 7721 of the Plant Protection Act. Through the PPA 7721 program, APHIS provides funds to support projects that protect specialty crops, nursery systems, forestry, other agricultural production systems, and natural resources from harmful and invasive plant pests and pathogens. APHIS will make available up to $90,000,000 in funds to support PPA 7721 projects in Fiscal Year 2026 (FY 2026), with at least $63 million anticipated to be available for PPA 7721 PPDMDPP. In this funding opportunity, the PPA 7721 PPDMDPP is seeking suggestions from eligible entities for projects that address the funding priority topics APHIS will consider suggestions that clearly and directly support the objectives and strategies within the six PPDMDPP goal areas. Suggesters should refer to the FY 26 PPA 7721 Implementation Plan, for details about the strategies and objectives for each goal area.
APHIS anticipates funding between 325 and 350 suggestions, with the funding level depending on the scope and objectives of each suggestion. It is anticipated that most agreements awarded will not exceed $400,000. The average PPA 7721 award in FY 2025 was about $130,000.
