Summary The Associate Deputy Assistant Secretary (ADAS) reports to the Deputy Assistant Secretary for Budget (DASB) and serves as principal counselor for budgetary and administrative activities. The HHS budget totals more than $1.7 trillion in outlays and supports over 300 programs and a staff of over 80,000 employees. ABOUT THE POSITION The incumbent serves as an expert for the DASB and the Office of Budget on all aspects of the budget process. The incumbent must possess a sound understanding of technical and policy implications involved in HHS budget issues. The ADAS must have a broad knowledge of the Department's programs, projects, and activities. The ADAS must also be able to interact with the Secretary and Deputy Secretary and develop professional working relationships with senior career in the Office of the Secretary and HHS Operating Divisions. As a senior member of the Office of Budget leadership team, the ADAS provides expert advice on all aspects of budgetary and administrative activities for the Office of Budget. The ADAS assists in the development, implementation, and management of all phases of the budget formulation, program performance, and execution processes. The incumbent participates in the development and clearance of Department planning targets, program priorities, and areas of program emphasis to guide operating agencies in the formulation and execution of their budgets. The ADAS works with and supports the senior leadership of the Office of Budget to improve the management of budget formulation, program performance, and budget execution processes with the Operating Divisions and within the Office of Budget.
