The Contractor shall implement and support a consumer assistance web-based solution that allows consumers to request on demand enrollment assistance from an available Marketplace registered agent or broker within minutes of the request. The solution shall have capacity to enable a consumer who is browsing the Marketplace website (HealthCare.gov) to request an immediate call-back from a trained and registered Marketplace agent or broker who can help answer questions and assist the consumer in applying for insurance coverage. This web-based solution will allow consumers to provide basic contact information and make requests that are then sent to available agents and brokers immediately via text, mobile application or e-mail, based on a consumer’s zip code and preferred language. The agent or broker accepts the contact information and contacts the consumer to provide enrollment assistance generally, within 5–10 minutes. If the agent or broker fails to accept the request, the consumer’s request for assistance will be routed to the next available agent or broker who meets the required availability criteria.
