"This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Program Support Center (PSC). The ASA provides leadership for HHS departmental administration, including human resource (HR) policy, information technology (IT), and departmental operations. The ASA also serves as the operating division head for the HHS Office of the Secretary."
Provides executive leadership and direction for all business activities of the PSC. This includes services in four key markets: 1) financial management; 2) occupational health; 3) real estate and logistics; and, 4) administrative operations.
Develops customer service strategies and innovation initiatives designed to improve the quality and/or range of services offered, and lower costs. Leads in proactive, customer-responsive manner consistent with the ASA's vision and values. Establishes policies to ensure PSC's operational integrity and the delivery of efficient, timely, cost-effective, and high-quality service to customers.
Provides policy direction in order to optimize service to customers, while taking into consideration the relationship of cost and value. Evolves the scope of PSC business activities and acts on OPDIV requests to withdraw from PSC services. Arranges for management studies, cost studies, or billing rate analyses as necessary to review the efficiency and effectiveness of service delivery, approves charges and fee-for-service rates for services provided by the PSC. Oversees development of PSC's annual budget submission to the HHS Service and Supply Fund Board of Directors.
Publishes periodic reports to HHS management, customers, and employees on operations and services.
Provides leadership in developing ways and methods for measuring program progress, the effect of program services on immediate problems and long-range effects, the relative benefits of specific methods of delivery of services and the impact of variations of specific methods of delivery of services and the impact of variations of expenditures.
