THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY. This SSN is being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. It is for information, planning and market research purposes only and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government reserves the right to contact any of the respondents after the submission deadline if additional information is required. The purpose of this SSN is to identify and gain knowledge of potential small business sources that are capable of providing the full range of services described in this SSN and the attached draft Statement of Work (SOW). Responses to this SSN will be utilized for a potential solicitation for an anticipated single-award GSA Blanket Purchase Agreement (BPA) for Tobacco Policy and Regulatory Analysis Support Services. The anticipated period of performance for this BPA is one (1) one-year base period with four (4) one-year option years. Background Tobacco products are responsible for more than 440,000 deaths and $193 billion in medical expenditures and lost productivity annually. On June 22, 2009, the President signed the Family Smoking Prevention and Tobacco Control Act (Public Law 111-31) into law. The Tobacco Control Act granted the FDA important new authority to regulate the manufacture, marketing, and distribution of tobacco products to protect Americans from tobacco-related death and disease. This BPA will assist the Center for Tobacco Products (CTP) with developing and evaluating regulatory and policy options.
