FY22 Georgia and Armenia DBB/DB MATOC

PURPOSE OF THIS ANNOUNCEMENT This announcement is a Pre-Solicitation Notice of a proposed contract action pursuant to FAR 5.204. This is NOT a Solicitation. No response is required at this time. The formal Solicitation will follow this Pre-Solicitation Notice with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to Offerors, and the evaluation factors and basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. CONTRACT TYPE: The planned Solicitation will result in two, separate Firm-Fixed Price MATOCs one for Georgia and one for Armenia - with a total capacity of $25M for DB or DBB construction activities in Georgia; and a total capacity of $20M for DB or DBB construction activities in Armenia, and will include a target of seven (7) contractors in each of the Georgia and Armenia MATOC pools. These two, separate MATOC pools in each Georgia and Armenia will include a five-year base period + the potential for a six-month Option under FAR 52.217-8. DESCRIPTION: The U.S. Army Corps of Engineers Europe District (USACE NAU) intends to issue a single Solicitation for two, separate, Firm-Fixed-Price (FFP) Indefinite-Delivery-Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) pools one for Georgia and one for Armenia - to provide Design-Build (DB) and Design-Bid-Build (DBB) construction requirements for new facilities and real property repair and maintenance in support of U.S. Defense Operations in both Georgia & Armenia. The work for each of these two, separate MATOC pools in Georgia and Armenia may include, but is not limited to: general building renovation, vertical construction, anti-terrorism force protection of new and existing facilities, horizontal construction, and incidental work. The use of the two, separate MATOC pools (one for Georgia, and one for Armenia) will provide the Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize design effort and related overhead expenditures, as well as handle compressed schedules. The two, separate, anticipated FFP IDIQ DB/DBB MATOCs in Georgia and Armenia will each primarily address new construction, design-build, general building renovation, road and pavement repair, utility work to include water, sewer, electrical and gas and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Project work may also include Force Protection type projects and Design Build projects for various construction type projects servicing the U.S. Forces and/or Facilities throughoutGeorgia and Armenia. The planned, single Solicitation for the two separate MATOC pools will cover the geographical areas of Georgia and Armenia. PLANNED SOLICITATION: The formal Solicitation is expected to occur anytime on or before 31 December 2021. PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference* is tentatively scheduled for 18 January 2022 in Tbilisi, Georgia. The final date, time, and location of the Pre-Proposal Conference is currently TO BE DETERMINED (TBD). The final date/time/location of the Pre-Proposal Conference will be announced via the formal Solicitation which is anticipated to be published on SAM.gov on or before 31 December 2021. *Please note that the Pre-Proposal Conference*may* be held virtually or not at all depending on the COVID-19 pandemic.
