NAVSUP Fleet Logistics Center Norfolk is seeking Organizational Level (O-level) support for the U.S. Fleet Forces Command Berthing and Messing Program. The contractor will handle daily maintenance, inspections, and servicing for 34 non-self-propelled barges and service craft. These vessels lack a permanent ship's force, making the contractor responsible for keeping all installed equipment mission-capable using the 3M preventive maintenance system. Work is centered in Hampton Roads, Virginia; Kittery, Maine; and Groton, Connecticut. This small business set-aside uses a Cost Plus Fixed Fee structure with a one-year base, four option years, and a possible six-month extension. The total level of effort is 437,292 man-hours, with 97,176 hours in the base year. Amendment 0007 is the current governing document, setting the proposal deadline for June 18, 2026, and requiring a four-volume submission. Offerors must have an active Secret Facility Security Clearance at the time of submission.
