Technical Expertise and Support Services for Design and Traffic Operations; Freight and Transportation Logistics; Intelligent Transportation Systems (ITS); and Transportation Performance Management (TPM)

The Federal Highway Administration (FHWA) is seeking proposals for the development and delivery of training programs focused on design and traffic operations, freight and transportation logistics, Intelligent Transportation Systems (ITS), and Transportation Performance Management (TPM). This project supports the National Highway Institute (NHI) through the procurement of technical expertise and training curriculum development. Classified under NAICS 611430 Professional and Management Development Training and PSC U008 Education/Training- Training/Curriculum Development, this requirement is a combined synopsis/solicitation for commercial products and services. Performance will take place within the United States.

The government intends to award multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts through this solicitation, which is issued as a full and open competition with one small business reserve. Individual task orders issued under these contracts may utilize firm-fixed price, time and materials, labor hour, or hybrid payment structures. This solicitation, identified by solicitation number 693JJ326R000002, was published by the FHWA Office of Acquisition and Grants Management on September 4, 2025, and updated on September 24, 2025, to include responses to vendor questions and an amendment to the request for proposal.
