20--Synopsis for the repair of Electron Tubes - Double Duty Cross Field Amplifier, Water Cooled Vane Cross Field Amplifier, and Single Duty Cross Field Amplifier.

SYNOPSIS NOTICE: Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to solicit and award a base five-year multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the repair of NSN: 7HH 5960-01-322-8417, Electron Tube, Double Duty Cross Field Amplifier; NSN: 7HH 5960-01-487-2175, Electron Tube, Water Cooled Vane Cross Field Amplifier; and, NSN: 7HH 5960-01-605-9921, Electron Tube, Single Duty Cross Field Amplifier. This action is being solicited and negotiated on a limited competitive basis with L3 Electron Devices, Inc. (L3), CAGE 89146, Williamsport, PA and Communications and Power Industries LLC (CPI), CAGE 88236, Beverly, MA in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1. L3 and CPI are the only sources that have been qualified to perform these repairs by the in-service engineering activity (ISEA), Naval Surface Warfare Center, Crane, IN. L3 and CPI are the only qualified manufacturers of these items. They are the only responsible sources and no other supplies or services will satisfy agency requirements. Government data rights or manufacturing knowledge is not available to permit acquisition from other sources, nor qualification of another part, nor use of a second source part in the intended application. Further, any new design would have to be approved by the Government ISEA, Naval Surface Warfare Center, Crane Division. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on fleet support needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a more competitive procurement. Approval of a source is required.
