This amendment RFQ D15PS00357/01 is issued to provide Vendors' questions and the Government's answers. The response date remains July 27, 2015, 3:00 p.m. Eastern Time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested via the attached SF-1449 and requirement document. The solicitation is issued as Request for Quote (RFQ) # D15PS00357 for Stand-Up Adjustable Work Desk. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is 337214, Office Furniture (except) Wood Manufacturing. The business standard size is 500 employees. Product Service Code is 7110. The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) intends to award Blanket Purchase Agreements (BPAs) with firm-fixed-orice calls to multiple Stand-Up Adjustable Work Desk vendors. The Government may make an award without discussion. Therefore, the quote should contain the best price and shall be determined to be the best overall value and most advantageous to the Government. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as needed basis from qualified sources that are readily available and thus eliminate the need for costly re-procurements. There is no minimum or maximum guaranteed quantity. All BPA call outs must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government intends to award this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The proposed BPA will be evaluated and awarded based on best value as defined in FAR 2.101. The Government will utilize technical acceptability and price fairness and reasonableness as the criteria to select the vendors that would provide the greatest overall benefit in response to this solicitation. Vendors quotes shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2015) or indicate certifications in ORCA at http://www.sam.gov.
