This system is based on a Tridium Niagara Utility Monitoring and Control System (UMCS) front end and Niagara Java Application Control Engine (JACE) enabled building-level supervisory controllers.
To maintain operational integrity and prevent the need for costly and technically prohibitive system modifications, a brand-name justification is being pursued for the following product lines required for all projects connecting to the CSPE:
This requirement does not restrict which firms can install, commission, test, or maintain the controllers, as several sources are known to provide these services.

The Naval Facilities Engineering Systems Command (NAVFAC) Northwest is conducting market research under solicitation N4425526RF012 to identify sources capable of providing Distech Controls EC-Net and Honeywell Optimizer line controllers and software. This requirement supports various projects within the NAVFAC Northwest region, specifically for integration with the existing Control System Platform Enclave (CSPE). The CSPE is an area-wide network utilizing a Tridium Niagara Utility Monitoring and Control System front end and Java Application Control Engine supervisory controllers. The government seeks brand-name commercial equipment to ensure compatibility and interoperability with this proprietary infrastructure, which connects building-level systems across several installations.
The procurement is classified under NAICS 334519, Other Measuring and Controlling Device Manufacturing, and PSC 7J20, IT and Telecom - Security and Compliance Products (Hardware and Perpetual License Software). The scope involves the delivery of Distech EC Line and Honeywell Optimizer Line hardware and software, though it does not restrict which firms may perform installation, testing, or maintenance. Performance is centered in Silverdale, Washington. Four attachments have been provided as of April 27, 2026, including redacted justification drafts, company information forms, and technical information.
Interested parties must submit capability statements by May 4, 2026, to the point of contact, Jessica Allen.
