Missile Segment Enhancement (MSE) Containerized Launcher (CL) and Remote Interceptor Guidance 360 Degrees (RIG-360) Containerized System (CS) Development and Demonstration

The Department of the Army, ACC-RSA, has issued a pre-solicitation notice for the development and demonstration of the Missile Segment Enhancement (MSE) Containerized Launcher (CL) and the Remote Interceptor Guidance 360 Degrees (RIG-360) Containerized System (CS). This rapid development effort involves the design, development, and testing of one MSE CL prototype and one RIG-360 CS. The resulting containerized launch system will serve as a demonstration unit for both virtual and live-fire test events. Work will be performed in Grand Prairie, Texas, under NAICS 541330 (Engineering Services) and PSC J014 (MAINT/REPAIR/REBUILD OF EQUIPMENT- GUIDED MISSILES).

The government intends to award this requirement to Lockheed Martin Missiles and Fire Control (CAGE 64059) as a sole-source procurement. Under the authority of FAR Part 6.302-1, the government has determined that Lockheed Martin is the only source possessing the specific knowledge, expertise, and technical data package required to perform the work. The government does not currently hold the intellectual property rights necessary for a full and open competition. There is no set-aside designated for this requirement.
