--------------------------------------------------
Description of Requirements:
(a) The United States Property and Fiscal Office Purchasing and Contracting Division on behalf of the NVARNG AASF requires fuel farm replacement of the pump motor, rebuild of the pump, and repair to the meter to reliably pull fuel from the underground tanks into the refueling vehicles. Previous damage to the fuel farm’s Scully switch and bypass of the safeguards on it placed undue stress on the motor, pump and meter, which are beginning to fail. If the motor or pump seizes, the fuel farm will be unable to deliver fuel from the tanks into the HEMTT refueler vehicles. They also have the potential to overheat and set the fuel farm on fire.
1. Objectives:
A. Replace the fuel farm Motor.
B. Rebuild the pump.
C. Repair the fuel meter.
(b) There is no current contract for this requirement.
(c) Dates with Line Item Numbers (LINs):
(1) LIN 0001 Fuel Farm Motor Replacement (1-12 June 2026);
(2) LIN 0002 Fuel Farm Pump Rebuild (1-12 June 2026);
(3) LIN 0003 Fuel Farm Meter Repair (1-12 June 26)

(f) See attached "Solicitation - W9124X26QA004" and "PWS -Fuel Farm Motor and Pump" for a full description of requirements.
(g) Questions/Clarifications submisison date and time: Tuesday, April 21, 2026 11:30 PM PDT. Responses will be consolidated and posted as an amendment to this solicitation.
The United States Property and Fiscal Office (USPFO) for the Nevada Army National Guard (NVARNG) has issued solicitation W9124X26QA004 for the repair and maintenance of the Army Aviation Support Facility (AASF) fuel farm. The requirement includes replacing the fuel farm motor, rebuilding the pump, and repairing the fuel meter to ensure reliable fuel delivery from underground tanks to heavy expanded mobility tactical truck (HEMTT) refueler vehicles. Current equipment, specifically a coupled system featuring a Gorman-Rupp pump and a Baldor motor, is failing due to previous safeguard bypasses and requires service to prevent potential mechanical seizure or fire hazards. The project is set aside for Small Business Administration (SBA) concerns under NAICS 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and PSC J091, Maint/Repair/Rebuild of Equipment- Fuels, Lubricants, Oils, and Waxes.
Performance is scheduled to take place between June 1 and June 12, 2026, at the Harry Reid Training Center in Reno, Nevada. Although a preferred downtime of two to three days has been indicated for the fixed refueling rack location, the agency may coordinate longer repair windows if necessary. Contract award will be determined by price, conformance to technical requirements, and past performance. Responses to this solicitation are due by May 6, 2026. Supporting documentation for this opportunity includes a Performance Work Statement (PWS), the formal solicitation, and two question-and-answer amendments published in April 2026.
