RRC Services located in the geographical area of San Diego County, California

The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and Home Confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located within the geographical area of San Diego County, California. Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "April 2017 RRC SOW, Revision 1 April 2019." Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for Line Items 1 and 2. For the Home Confinement requirement for home confinement placements, male and female quantities are combined for an estimated number of inmate days. For Line Item 1, the guaranteed minimum quantities and estimated maximum quantities for the RRC services for the in-house RRC beds requirement are as follows: Base Year: The guaranteed minimum number of inmate days is 26,645 (59 males and 14 females) with an estimated maximum number of inmate days of 75,920 (168 males and 40 females); Option Year 1: The estimated maximum number of inmate days is 75,920 (168 males and 40 females); Option Year 2: The estimated maximum number of inmate days is 75,920 (168 males and 40 females); Option Year 3: The estimated maximum number of inmate days is 76,128 (168 males and 40 females); Option Year 4: The estimated maximum number of inmate days is 75,920 (168 males and 40 females); For Line Item 2, the guaranteed minimum quantities and estimated maximum quantities for the home confinement services for the home confinement placement requirement are as follows: Base Year: The guaranteed minimum number of home confinement placements is 7,665 (21 placements onto home confinement) with an estimated maximum number of home confinement placements of 21,900 (60 placements onto home confinement); Option Year 1: The estimated maximum number of home confinement placements is 21,900 (60 placements onto home confinement); Option Year 2: The estimated maximum number of home confinement placements is 21,900 (60 placements onto home confinement); Option Year 3: The estimated maximum number of home confinement placements is 21,960 (60 placements onto home confinement); Option Year 4: The estimated maximum number of home confinement placements is 21,900 (60 placements onto home confinement); 15BRRC20R00000282 will be available on or aboutApril 6, 2020 and it will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website https://beta.sam.gov.
