The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Ebsco Information Services, to provide an on-line databases subscription service for the Department of Veterans Affairs, Library- Medical Media, Hines Illinois, including but not limited to the following databases: Medline with Full Text, Biomedical Reference Collection: Comprehensive, CINAHL, Nursing & Allied Health Collection: Comprehensive, Psychology & Behavioral Sciences Collection, Alt HealthWatch, Health Source: Consumer Edition, Health Business, Elite Salud Para todos, Cochrane Collection Plus, International Pharmaceutical Abstracts, Magazine Articles Ultra Public Library Edition, Newspaper Source. This is the only product that has the ability to integrate the full text journals and full text medical books into VA Hines other database systems. NAICS 511120 will be used for this acquisition and the Government believes that Ebsco Information Services, is the only manufacture that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source procurement for the required supplies and/or services. This procurement is being conducted in accordance with FAR 6.302 -1 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Ebsco Information Services is the only source that provides the above indicated items and features. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by May 4, 2010 - 11:00 A.M. C.S.T.. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VAMC-GLAC, Building 5, 5000 W. National Ave. Bldg. 5, Milwaukee WI 53295 or via fax to (414) 902-5457. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Ebsco Information Services, Tinton Falls, NJ.
